CGI Federal is seeking a Sr. Business Analyst to be a part of our Implementation Team for a proprietary COTS product, Performance Budgeting, with our Federal client in located in Rosslyn, VA.

Ideal candidates will possess strong analytical skills and will have some experience with federal financial ERP systems (e.g. Momentum Financials, Oracle Financials, SAP), and knowledge of SQL. It is expected that the Technology Consultant will have a solid background in functional analysis, requirements gathering and definition, and a solid understanding of the software development lifecycle (SDLC).

This role requires a degree of independent analysis, so self-motivation and the ability to drive and own tasks are preferred. Candidates should have strong writing skills and should be able to communicate effectively and comfortably with all levels of CGI and client management.

Top candidates for this position will work well in a collaborative environment, and will be eager to learn new functional methods and subject matter. Technology Consultant who are willing to make a long-term commitment to gaining a deep knowledge of Performance Budgeting and Momentum Financials are strongly encouraged to apply!

Required qualifications to be successful in this role:

Secret Clearance

This is a full-time position located at the Pentagon, Arlington, VA with potential travel to Andrews Air Force Base, MD. The Business Systems Analyst is responsible for working closely with the customer to configure and integrate process flows and develop and document new and existing requirements. Job Duties and Responsibilities include but are not limited to: * Work with a high performing and dynamic team to design and deliver portfolio management (PfM) solutions for IT clients * Support the evolution of portfolio management processes and their associated objectives and outcomes * Design data collection strategies that minimize administrative burden * Design portfolio build and portfolio monitoring analyses that enable leadership to make data driven decisions * Capture and manage business requirements and lead the translation of those requirements into technical and tool requirements, configuring a commercial off the shelf Portfolio Management application to deliver efficient and effective portfolio management solutions * Interface directly with federal clients and project and program managers across the organization to comprehend the current portfolio of projects and make recommendations for improving * Develop customized portfolio management artifacts, templates, and analytic tools to assist agency offices with understanding the condition of their project portfolios and maturing their portfolio management processes * Accomplish Configuration Management (CM) activities: baseline identification, change control, status accounting, and auditing * Configure IT Investment Portfolio System (ITIPS) to conform to the documented IT Registration and IT Compliance process flows * Additional tasks as required Required Skills: * Bachelor's degree in Business, Computer Science, Management Information Systems, Information Science or related degree plus 3 - 5 years of writing IT requirements, or equivalent combination of education and experience * 3+ years of experience with supporting IT Capital Planning and Investment Control (CPIC), IT Portfolio Management (IT PfM), project portfolio management processes, or IT investment analytics * Excellent oral and written communication skills * Experience with leading and planning complex tasks with daily client interaction * Knowledge of statutes, Federal CIO, Department of Defense CIO, and Air Force CIO regulations and policies regarding the management of IT systems; specifically statutes, policies, and regulations affecting the Air Force's IT Registration and IT Compliance processes * Experience developing data collection strategies, designing and implementing portfolio management and investment analyses to produce decision-enabling information * Experience with Microsoft Office, including Outlook, Word, PowerPoint and Excel * Experience with project performance, programmatic, or budget data collection, analysis, and reporting * Experience in testing workflow, imaging, database and web systems * Active Secret Clearance Desired skills: * Experience with using Portfolio Management software solutions * Experience with Oracle Primavera Portfolio Management * Experience with complimentary services, including strategic planning, governance, or performance management * Experience and expertise in configuration of OPPM and UPK, which requires skills in JavaScript, SQL and PL SQL * Knowledge of the following aspect: o Assess new or modified requirements for information systems o Computer systems analysis and design o Routine information systems planning o Test workflow, imaging, database and web systems o Use of CASE tools o Relational database software development support * Familiarity with and ability to support development under the following languages: Delphi, ASP, C++, MS SQL/SQL Plus, VB Script, JavaScript, .NET * Experience with working in the intelligence community Segue Technologies, Inc. is an Equal Opportunity/Affirmative Action employer.
