Minimum Qualifications NYHELPS Qualifications:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. If a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NYHELPS Minimum Qualifications:
A bachelor's degree and three years of business analysis experience in a largescale automated system such as a customized Oracle People Soft application, performing the following: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (SDLC); and developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.
A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Permanent-Competitive Qualifications:
Candidates must be reachable on the Business Systems Analyst 2, G-23, Civil Service eligible list OR have one year of permanent competitive service as a Business Systems Analyst 2, G-23. Also open to NYS employees at or above G-21 who are eligible for transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grade levels. In order to qualify for Section 52.6 transfer, candidates must have one year of permanent competitive service in an administrative title as defined by Section 52.6. Examples of qualifying Section 52.6 titles include Project Manager 1, G-23; Associate Administrative Analyst, G-23; and Information Technology Specialist 3, G-23.
In accordance with section 52.7 of the Civil Service Law, if the number of qualified candidates who apply for the position is 3 or less a permanent appointment may be made, at agency discretion, by non-competitive promotion of an applicant who meets the minimum qualifications.

Experience using any SFS module such as commitment Control (Budget), General Ledger, Purchasing, eSettlements, Accounts Payable or Accounts Receivable
Familiarity with OSC's Guide to Financial Operations (GFO)
Experience in Business Analysis
Experience using PeopleSoft Financials
Basic accounting knowledge
Knowledge of General/Government Accounting Principles
Experience writing test scenarios and test scripts
Experience with SQL (Structured Query Language)
Duties Description The incumbent will be a member of Business Solutions and Agency Administration team. At SFS, the Business Solutions team supports the design and development of solutions requiring either new functionality or changes to the current application to support the business needs of our customers. This includes work on complex accounting related projects brought forth by multiple state agencies.
The incumbent will become a subject matter expert in their assigned area and will participate in the business transformation and system modification and development efforts of the SFS related to one or more modules in SFS. The incumbent will facilitate the user's ability to transition to new business processes; strong oral and written communication skills are essential to be successful in this position.
The incumbent will be responsible for developing and maintaining documentation related to business requirements and system/business processes.
Duties will include:
Eliciting requirements and examining "as-is" business functions
Participating in the development of functional solutions including writing functional specifications and scope documentation of business process changes
Preparing configuration changes
Testing custom application changes
Testing software upgrades including patches and enhancements from the software provider
Other related duties as assigned
