The Metropolitan Council is seeking to fill a vacancy for one (1) full-time Business Systems, II OR Business Systems Analyst III. This position resides within our Metro Transit Police Department at Metro Transit. This position will be based out of our Police Head Quarters in Minneapolis office. Finalist will be selected based on their qualifications and the requirements for the position.

How your work would contribute to our organization and the Twin Cities region:

The Business Systems Analyst will work with Police CAD (Computer Added Dispatch) and RMS (Record Management System), applications and data bases using SQL, and performing statistical computing languages and web development.

What you would do in this job

At varying levels and complexity, Business Systems Analysts:

  • Analyze business processes, facilitate, lead and initiate change to leverage the use of computer system capability and determine best practices to be implemented to assure effective use and maintain system integrity

  • Maintain application foundation tables, security and permission structure

  • Develop and write user reports and queries

  • Provide functional expertise to create and write training documents, manuals and user guides

  • Plan system upgrades, costs and time estimates for completing upgrades

  • Write test script and system modifications as well as identify programming needs and system interfaces with other enterprise applications to confirm business functions

  • Maintain complex system and provide system troubleshooting

  • SQL Programming

  • Statisical Computing and analysis

  • Web Development

  • Other duties as requested

What education and experience are required for this job (minimum qualifications)

Business Systems Analyst II - Non-Represented, Grade G/ Exempt

Business Systems Analysts at this level perform with less supervision and are assigned broader and more complex tasks which require problem identification.

High School Diploma or GED AND seven (7) years' of relevant experience in the areas of project coordination, business analysis, implementation, conducting research and delivering presentations in a law enforcement department/agency or similar.

OR

Associate's degree in Business Administration, Law Enforcement, Computer Science or similar field AND five (5) years' of relevant experience in the areas of project coordination, business analysis, implementation, conducting research and delivering presentations a law enforcement department/agency or similar.

OR

Bachelor's degree in business administration, Law enforcement, Computer Science or similar field, AND three (3) years' of relevant experience in the areas of project coordination, business analysis, implementation, conducting research and delivering presentations within in a law enforcement department/agency or similar.

OR

Master's degree in business administration, Law enforcement, Computer Science or similar field, AND one (1) year of relevant experience in the areas of project coordination, business analysis, implementation, conducting research and delivering presentations within in a law enforcement department/agency or similar.

Business Systems Analyst III - Non-Represented, Grade H/ Exempt

Business Systems Analysts at this level lead organization-wide teams on system implementation projects.

High School Diploma or GED AND eight (8) years' of relevant experience in the areas of project coordination, business analysis, implementation, conducting research and delivering presentations in a law enforcement department/agency or similar.

OR

Associate's degree in Business Administration, Law Enforcement, Computer Science or similar field AND six (6) years' of relevant experience in the areas of project coordination, business analysis, implementation, conducting research and delivering presentations a law enforcement department/agency or similar.

OR

Bachelor's degree in Business Administration, Law Enforcement, Computer Science or similar field AND four (4) years' of relevant experience in the areas of project coordination, business analysis, implementation, conducting research and delivering presentations a law enforcement department/agency or similar.

OR

Master's degree in business administration, Law enforcement, Computer Science or similar field, AND two (2) year of relevant experience in the areas of project coordination, business analysis, implementation, conducting research and delivering presentations within in a law enforcement department/agency or similar.

What additional skills and experience would be helpful in this job (desired qualifications at both the Business Systems Analyst II and Business Systems Analyst III levels)

  • Intermediate computer skills in word processing, complex spreadsheets, graphics presentations and database management required (Word, Excel, Access and Power Point).

What additional skills and experience would be helpful in this job (desired qualifications at the Business Systems Analyst III Level:

  • Experience with developing and delivering training to users

  • Related Project Management experience

  • Demonstratable experience conducting analysis of business processes and recommending improvements or efficiencies and troubleshooting systems

  • Expert level experience working with integration and interface to other systems

Hiring Range: $35.43 -$37.27 Hourly / $73,694 -$77,522 annual

Work Environment:

Work is performed in a standard office setting. This work is performed onsite. Some positions may require travel between primary work site to other sites.
