Business Support/Operational Support System (BSS/OSS) Engineer The BSS/OSS engineer has primary and interdisciplinary skills in defining, architecting and integrating BSS/OSS systems. The engineer optimizes the solution to serve the needs of multiple stakeholders.
The tasks include: customer and internal requirements definition, baselining and analysis, BSS/ISS systems architecture, workflow and processes, technology tradeoff and recommendations, hardware and software integration design and development, solution design evaluation and verification, system integration and test, operations and maintenance support. The BSS/OSS engineer assess the customer and service providers technical and business needs in the context of legacy communications and evolving SDN/NFV services and works with the concurrent engineering team to identify optimal solution(s) that meet cost and schedule objectives. Business Support/Operational Support System Engineer Job Responsibilities:
Assess service provider and customer objectives, goals, intents, requirements, standards, etc. and re-states these multifaceted constituents to address the problem and translate into BSS/OSS objectives and requirements. Establishes and maintains the BSS/OSS requirements baseline. Performs requirements definition for service provider and customer, requirement analysis, decomposition and traceability mapping for consumption by architects and other engineering and business disciplines.
Develops trade-off alternatives evaluating make-buy feasibility by performing concept exploration using established trade-off techniques to identify the optimal BSS/OSS solution inclusive of cost, schedule, and functionality, complexity of integration, performance, security, and risk. Develops the BSS/OSS automated workflow processes using realistic use cases and scenarios that the program will encounter and tests various solutions performing proof of concept demonstrations or experiments. Establishes operational best practices and processes.
Identifies the preferred BSS/OSS solution inclusive of: offer design, order management, order configuration, price and quotation, integrated service catalog, inventory management, customer care/CRM, problem reporting and billing, service order delivery, SLA reconciliation, OSS mediation, service activation, provisioning, data analytics and artificial intelligence/machine learning, system security. Ensures a BSS/OSS orchestration is a model-driven approach that reduces the implementation cycle time. Identifies solutions for converting manual tasks/operations to semi-automated or fully automated operations.
Designs the integration of the service catalog with the BSS. Integrates billing and charging as seamless services. Enables data analytics for trending and forecasting analysis using real-time and historical data.
Defines interfaces and API requirements for interoperation with Telco's using Web services for B2B exchanges. Develops the customer portal for accessing business services. Develops the provider portal for managing the business and operational support services.
Works with and supports the architecture team in evaluating architecture solutions and creates models of the target architecture alternatives to study the positive/negative effects. Develops technical performance measurement objectives and produces models to track progress in meeting the performance baseline. Develops the system, subsystem and hardware/software specifications inclusive of the concurrent engineering team.
Verifies conformance of the design to specification requirements and the established baseline. Produces engineering work products for the system under design to include: hardware, software/platforms, systems, sparing plans, operational parameters, specifications, plans and reports. Supports the development of the concept of operations in concert with the systems architect.
Identifies and quantifies risks and develops mitigation strategies. Organizes and optimizes the integration of BSS/OSS, businesses and people so that the interaction is highly efficient and operates as a whole. Designs and defines interfaces between subsystems and external entities minimizing the amount of information to be exchanged between the subsystems and external entities.
Develops transformation strategies, plans and processes for migration from a legacy environment and for co-evolving components of systems and their integration. Provides human factor requirements and standards to human factor user interface developers and interprets the intent of the requirements. Works with software engineering to develop and interpret requirements in the context of components and systems.
Establishes the bills of material (BOM) baseline for software and hardware. Support system integration, test, acceptance and operations/maintenance during all phases of a program. Conducts system requirements reviews, design reviews, preliminary and critical design reviews with concurrent engineering teams and contractors to monitor and measure the progress of the BSS/OSS being designed.
Enhances organization reputation by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments. Enhances engineering team accomplishments and competence by planning delivery of solutions; answering technical and procedural questions for less experienced team members; teaching improved processes; mentoring team members. Preferred Skills and Qualifications Bachelor or Masters of Science in Engineering or related degree with minor in computer science, mathematics A minimum of 8+ years of experience in engineering BSS/OSS solutions Working knowledge of TDM and IP telecommunications Working knowledge of SDN/NFV through either an implementation or through applied study/testing Working knowledge of TMForum related standards Proven experience with two or more BSS/OSS systems/platforms and related tools Experience working with US Government specifications and standards Proven portfolio of large complex programs that required BSS/OSS solutions Working knowledge of the FAA and their engineering practices BSS/OSS certifications and/or advanced training Public Trust clearance or higher level clearance attained Excellent communication and writing skills to work with all levels of an organization Business Support/Operational Support System Engineer Skills and Qualifications:
