The Director of Finance functions as a "hands on" manager responsible for ongoing financing, budgeting, cost control, financial reporting and adherence to University financial and procurement policies. The Director of Finance interfaces with University departments of Finance and Administration, Grants and Contracts, Procurement, Compliance, Legal Counsel and Risk Management as required. The Director of Finance works closely with the team of GBF Directors and institutional leadership to establish annual budgets that meet the mission of the GBF while spending within the limits of its funding commitments. This position is key in the development and execution of longer term strategic and financial plans for GBF.

REPORTING RELATIONSHIP

The GBF Finance Director reports to, and receives supervision from, the Executive Director of the GBF.

Gates Biomanufacturing Facility Responsibilities

Funding

  • Working with GBF Finance Advisory Committee and GBF Advisory Board to assure that GBF has sufficient long-term funding to meet its annual operating requirements

Financial Reporting

  • Prepare quarterly financial operating summary

  • Prepare quarterly revenue summary by customer

  • Prepare annual facility cost study to determine fully burdened facility charges for federally funded projects

  • Prepare reports as necessary for GBF Advisory Board, GBF Executive Committee and GBF Finance Advisory Committee

Financial Management

  • Review customer invoices prepared by Program Management team and track receivable collections

  • Working with operations managers and program management team, assist in project cost analysis for bidding new projects for both internal and external clients

  • Prepare budget vs actual project summaries working with Program Management team

  • Track expense vs budget by expense category and line item

  • Leads the GBF Department Directors in establishing good stewardship practices and measures in financial management including continuous improvement of financial processes.

Budgeting

  • Working with GBF Directors, prepare annual operating budget and revise quarterly

  • Working with GBF Directors, prepare detailed annual revenue forecast and revise monthly

  • Working with GBF Directors, prepare and assume primary responsibility for annual capital expenditure budget

Policy Compliance

  • Supervise all Procurement activities to ensure compliance with University policies

  • Supervise all HR activities to ensure compliance with University policies

  • Supervise all Customer contracting activities to ensure compliance with University policies including risk management requirements.

  • Review and sign all Master Service Agreements and Memorandums of Understanding

  • Review and approve all pricing and budgets in Statements of Work

  • Provide training in the use of financial budgeting and reporting tools as required.

Communications

  • Assist Executive Director with planning and presentations at Quarterly GBF Advisory Board meetings

  • Lead quarterly meetings with GBF Finance Advisory Committee

  • Attend GBF Executive Committee meetings as requested

  • Ongoing and direct communication with GBF funding partners

Other

  • Participates on the GBF Leadership Team in directing, establishing, and maintaining an effective culture, safe and healthy working environment, and efficient processes.

  • Lead HR function, including hiring activities and working with HR team at Dean's office

  • Manage IT services - Desktop, Network, Applications

Minimum Qualifications:

  • Bachelor's degree in Finance or Accounting or a closely related field
  • 5 years of experience in financial operations in a manufacturing environment

Preferred Qualifications:

  • Master's degree in Finance or Accounting

  • Experience working with Material Requirements Planning (MRP) systems including detailed bills of materials, demand forecasting, inventory control.

  • Prior experience working within a certified quality management system or FDA compliant manufacturing facility.

  • Prior experience negotiating complex client contracts with senior managers.

  • Experience in financial management within a contract manufacturing or services organization.

  • Experience in financial management within a biotech or pharma company.

  • Ability to communicate effectively, both in writing and orally.

  • Ability to establish and maintain effective working relationships with employees at all levels throughout the institution.

  • Outstanding customer service skills.

Salary and Benefits:

Salary is negotiable and commensurate with skills and experience.

This position is not eligible for overtime compensation.

POSITION SUMMARY: Provide guidance to college staff and serve as the Subject Matter Expert on all technology-related issues at the college. Make strategic recommendations regarding CCA's technology investments based on business needs, current trends and other input. Communicate with a variety of stakeholders regarding technology needs, business requirements and operational activities. Provide a customer-centric focus to the IT Department and its constituents. Work with IT staff to develop their technical, business and communication skills. Create a collaborative environment with CCA constituents including both academic and functional/service areas. Must demonstrate a good understanding of technology infrastructure requirements and current technology trends as appropriate in a community college setting. Will assist in analyzing college-wide and individual user's computing needs and the appropriateness and supportability of hardware and software systems. Develop short and long range goals for hardware, software, and infrastructure upgrades throughout the college. Coordinate technical support for all hardware installation and repair, software installation and systems configuration, and all voice and data communications systems configurations. Maintain inventory records for college information technology resources and promotes proper inventory practices. Remain current with system-wide technology development projects, and choose products and resources appropriate for the college's mission. Propose and administer the annual budget for IT resources. Work closely with Learning and Academic Affairs to determine appropriate computer resources to facilitate effective classroom instruction. Manage department workload, course schedules, and meeting deadlines. Works closely with the Colorado Community College System IT Staff to ensure the optimum integration of all college-owned computer systems with the system wide infrastructure, applications, and business processes. Collaborates with other college IT Directors and System IT staff to develop system-wide policies and identify potential solutions to business problems that impact all colleges. DUTIES & RESPONSIBILITIES: * Supports the organization's goals and objectives. * Supervise, support and evaluate the organizational components of Information Technology Support Services. * Effectively manage all operating budgets under the direct responsibility of the Director of Information Technology. * Build and maintain channels of communication within all the operational areas at CCA. * Develop, implement, and maintain college processes and procedures, as it pertains to Information Technology, focusing on student success, student retention, and operation excellence while insuring compliance with federal, state and CCCS policies and procedures. * Work with the V.P. of Administrative Services to develop both short term goals and long term strategic planning for the department. * Ensure that Information Technology Support Services personnel possess and maintain the required level of knowledge through either formal or informal training opportunities. * Interacts with college and system constituents if problems escalate to resolve service issues. * Completion of other projects and responsibilities as assigned by the V.P. of Administrative Services REQUIRED QUALIFICATIONS: Education: * Bachelor's degree in the field of computer science or information systems or Masters of Business Administration with technology as a core component or equivalent. Experience: * 5 years managing and/or directing an IT operation. * 10-12 years overall IT experience Licensure/Certification: * Certifications or University coursework or documentable experience in two or more of the following: project management, business process improvement, strategic planning, technology lifecycles, data/network security or other industry level certification Knowledge/Skills/Abilities: * Proven experience in IT infrastructure strategic planning and development, project management, and policy development. * Must be familiar with working in a mixed OS platform environment (Windows, Mac, Linux, iOS, Android, etc.) * Familiar with managing and implementing virtualization technologies (VMWare, Citrix, etc.) * Experience with shared datastore infrastructure (SAN, NAS, etc.) * Experience with managing and implementing Audio / Video technologies a plus. * Demonstrated technical knowledge of network and PC operating systems, hardware, protocols, and standards. * Experience managing Active Directory environments; experience with mixed Active Directory and Open Directory environments. * Knowledge of business processes, management, budgeting, and business office operations. * In-depth knowledge of applicable laws and regulations as they relate to IT. * Excellent written, oral, and interpersonal communication skills. * Ability to conduct and direct research into IT issues and products. * Ability to present ideas in business-friendly and user-friendly language. * Experience working in a team-oriented, collaborative environment. Equipment Used: Standard Information Technology and computer related tools including computer keyboard and mouse, cabling tools, hand tools, ladders, and other tools common to the Information Technology field. Other Considerations: * On-call availability as required. * Occasional inspection of cables in floors and ceilings. Anticipated Start Date: July 1, 2020 Salary Range: $86,000.00 to $90,000.00 The specific salary will be determined by the qualifications of the selected candidate balanced with departmental budget availability, internal salary equity considerations, and available market information.
