Serves as business program/management analyst working independently and with the senior analyst to support the planning, coordinating, execution and management of the financial aspects of acquisition programs and/or sustainment.

Essential Functions:

Provides technical knowledge of appropriation law, resource allocation and financial execution under the processes of DoD Acquisition and sustainment.

Assists in reviewing and preparing budget estimate input for compliance with policy, rules, regulations, and procedures prescribed and provided by higher headquarters.

Contributes to program plans and controls for future or new programs, to include the phased milestone schedules from development/purchase through fielding; also for the preparation, presentation, and defense of budget submissions.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Associates and 2 years of experience, Bachelor's degree in Accounting, Finance or Business Administration and 4 years of experience.

Must have a DoD Secret clearance.

Must have demonstrated competency in:

Communications (written and oral)

Personal organization

Your responsibilities Include: * Evaluating and approving risk and opportunity handling approaches * Creating mitigation plans and approving opportunity exploitation plans * Coordinating with suppliers, vendors, managers, and external Customers on general risk and opportunity metrics to evaluate the effectiveness of the risk and opportunity management process and procedures * Assuring integration of the Earned Value Management System (EVMS) process with the risk and opportunity management process * Informing and advising management on critical project risks and mitigations * Facilitating meetings and coordinating risks within a program Basic Qualifications: * This position may be filled at a Principal or Sr. Principal Program Risk Management Analyst level BQs for a Principal Program Risk Management Analyst: 6 years with Bachelor in Science; 4 Years with Masters BQs for a Sr. Principal Program Risk Management Analyst: 10 years with Bachelor in Science; 8 Years with Masters * U.S. Citizenship * Must have active or current Secret clearance * General Systems engineering exposure * General software experience * Knowledge of and experience using Agile Framework for software development and/or management * Experience in working with a Risk Tool * Experience in organizing Risk Review Boards Preferred Qualifications: Ability to lead risk management of complex space systems development, manufacture, test or operations. * Experience in developing a Risk, Issues and Opportunities Management Plans * Experience with a space development program * Experience presenting to customers * Experience working with a cross-discipline team Northrop Grumman is committed to hiring and retaining a diverse workforce.
