Responsible for defining and performing systems analysis and development tasks to improve workflow and operating efficiency. Makes recommendations to standardize procedures and processes and to introduce new technology or improve existing technology. Analyzes costs of existing operations and prepares a cost/benefit analysis of recommended changes.

Basic Qualifications

  • Bachelor's degree, or equivalent work experience
  • 10 or more years of related experience

Preferred Skills/Experience

  • Advanced knowledge of policies, plans, procedures, products and regulatory requirements for assigned business unit

  • Ability to conduct an analysis of a business need, including scheduling meetings, planning agendas and conferring with business line leaders

  • Comprehensive understanding of project management and testing methodology and procedures

  • Ability to develop test schedules, review testing plans, track test issues and report on test results

  • Strong analytical and forecasting skills

  • Ability to manage multiple tasks/projects and deadlines simultaneously with limited supervision

  • Ability to work as a team leader

  • Excellent verbal and written presentation and communication skills

  • Excellent computer skills, especially Microsoft Office applications

The incumbent will provide application support for planned enhancements or changes to the application across modules, assisting the various procurement module leads with continuous improvement projects, solving difficult problems that the Help Desk cannot solve, and communicating with agencies, OSP, and SWIFT staff to support the State of Minnesota's business policy and procedure requirements. Job duties include: * Provide ongoing functional analysis, design review and approval, testing of enhancements, and problem corrections in SWIFT Procurement. * Provide agency support for the processing, reviewing and approving of purchasing card transactions. * Coordinate support efforts with other Statewide ERP support teams and advisory groups, including procurement, accounting, infrastructure, operations, application development, EPM and customer services. * Provide general direction and guidance to other teams/team members on the functional capabilities of the various Procurement modules. * Assist with procurement functional analysis, definition of business requirements, design approvals and the functional testing of future enhancements/changes. * Support and coordinate continuous improvement efforts. * Research and solve complicated agency problems that cannot be handled by the help desk. * Assist in reviewing, testing and running of system integrity queries and/or reports across modules. * Obtain and maintain the functional/business SWIFT system knowledge. Qualifications Minimum Qualifications: * Bachelor's degree and two years of experience working with PeopleSoft or a similar type of ERP systems OR three years of experience with PeopleSoft or a similiar type of ERP system. * Demonstrated professional experience with detailed research, data analysis and problem resolution. * Experience in public sector purchasing. * Analytical skills sufficient to review and research transaction processing issues, interpret results and identify problem resolution. * Excellent attention to details. * Ability to plan and work with other employees in the analysis of application issues, system fixes and changes to the software. * Effective written and verbal communication skills sufficient to write, respond or present to varying customers. * Ability to work independently and prioritize work. * Strong computing skills in a PC environment (MS Office: Word, Excel, PowerPoint, & Outlook). * Understanding of the principles of systems analysis, design, development and testing. * Knowledge of a variety of technical data processing tools. * Ability to multi-task in a demanding work environment. * Strong problem solving skills. Preferred Qualifications: * Experience testing large enterprise systems. * Experience in a help desk environment. * Knowledge of State procurement/contracting policies and procedures.
