As a Business Opportunity Specialist you will perform initial eligibility determinations and conduct outreach to promote program participation.

Responsibilities

  • Review and analyze current 8(a) program participant annual submissions to determine all required documentation has been provided and based on analysis, determine program eligibility.

  • Review all available information and makes recommendations regarding protest and appeal actions from field office determinations.

  • Follow and provides procedural guidance in interpreting policy related to the 8(a) Business Development program to small businesses and other internal/external customers.

  • Identify matters related to suspect fraud, waste and abuse and makes appropriate referrals to the Inspector General.

  • Work with Office of General Counsel to ensure recommendations on 8(a) applications are legally appropriate, sufficient and in accordance with statutory, regulatory and policy requirements.

Qualifications

GS-11: One year of specialized experience (equivalent to the GS-9 grade level in the Federal service) obtained in either the public or private sector analyzing business financial statements, reviewing and confirming corporate documents, i.e., stock certificates, by-laws, tax returns, etc., verifying employment data, researching and evaluating third party verification reports to determine program eligibility and/or continued program eligibility and using a variety of software applications and technologies in all aspects of the job.

GS-12: One year of specialized experience equivalent to the GS-11 grade level in the Federal service, obtained in the public or private sector analyzing business financial statements, reviewing and confirming corporate documents i.e., stock certificates, by-laws, tax returns, etc.; verifying employment data; researching and evaluating third party verification reports to determine program eligibility and/or continued program eligibility for small business certification programs; preparing written presentations and conducting formal training on business related subjects such as financial statements, business requirements etc.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

All qualification requirements must be met by 11:59 pm (Eastern Time) on the closing date of this vacancy announcement.

Education

If you do not meet the specialized experience requirements, you may also qualify with education. You MUST submit transcripts (official or unofficial) with this application if you wish to qualify based on education.

GS-11: A Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree or LL.M in an accredited college or university related to the position to be filled (i.e. business, finance, accounting).

Combination of Experience and Education:

GS-11: Combination of education and experience as specified above. For example, an applicant who has 1.5 full years of Ph.D. level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.

GS-12: Education is not qualifying for this grade level.
