This opportunity is being offered by National Aerospace Solutions, the team selected by the U.S. Air Force to conduct Test and Operations Sustainment at the Arnold Engineering Development Complex (AEDC). National Aerospace Solutions is a limited liability company comprised of Bechtel National Inc. (as lead company) and Sierra Lobo Inc. with teaming Subcontractors nLogic Inc. and Chugach Federal Solutions Inc.

Work will be performed at the AEDC Hypervelocity Wind Tunnel No. 9 (Tunnel 9) located in Silver Spring, Maryland. Tunnel 9 provides aerodynamic simulation critical to hypersonic system development and hypersonic vehicle technologies at speeds from Mach 7 to Mach 18, a capability unmatched anywhere in the United States.

Job Summary

Work will be performed at the AEDC Hypervelocity Wind Tunnel No. 9 (Tunnel 9) located in Silver Spring, Maryland. Tunnel 9 provides aerodynamic simulation critical to hypersonic system development and hypersonic vehicle technologies at speeds from Mach 7 to Mach 18.

Job Duties:

  • Oversee Tunnel 9's daily business functions including administrative, acquisitions, materials management, safety, and security duties. Assure these critical organizational functions are providing requisite support for the Tunnel 9 staff.

  • Establish assignments and general workflow of business staff to meet the needs of the organization's engineering and operations staff. Ensure assignments are completed on schedule.

  • Provide all requisite program management support, personnel, administrative and logistical support, and managerial oversite to execute Tunnel 9's business functions.

  • Lead implementation of the organization procedures and work instructions at the Tunnel 9 facility.

  • Ensure applicable security directives, regulations, manuals, and guidelines are available to staff to adequately perform site security duties and responsibilities.

  • Oversee best practices for safety and quality requirements of the site.

  • Assist with staff performance reviews.

  • Candidate must have strong leadership and motivational skills, including conflict management skills.

  • Participate in and foster a work environment that is based upon openness, trust, communication, teamwork, empowerment, innovation, and job satisfaction.

  • Assist the Tunnel 9 Branch Manager with various ad hoc tasks.

  • It is a condition of employment to wear PPE (Personal Protective Equipment) in accordance with supervisory direction and company policy.

  • Perform other related duties as required.

Basic Qualifications:

  • Bachelor's degree in a related field with eight years of progressive and relevant experience or any equivalent combination of education and progressive and relevant experience.

  • Current U. S. Citizenship required.

Preferred Qualifications

  • Demonstrated experience in planning, directing, and managing business operations functions as referenced in this solicitation to include manpower utilization, procurement, training, problem resolution, employee relations (including subcontractors), cost, budget, and managing milestones.

  • Verified experience leading a diverse team.

  • A performance history that demonstrates outstanding interpersonal, problem solving, conflict resolution, and organizational leadership skills.

  • Proven experience in managing three or more of the following functions: administrative management, finance/budget, security, safety, and infrastructure management.

  • Knowledge of safety and health laws and regulations and applicable agencies' pertaining to an industrial workplace.

  • Knowledge of specialized safety needs including personal protective equipment, lockout/tagout, fall protection, people-based safety.

  • Proficiency in areas of physical and/or personnel security.

  • Highly skilled in verbal and written communications to ensure effective, professional interaction with government officials, senior management, associate contractors, and client representatives.

  • Proactive, positive, and innovative and able to work independently with minimum supervision.
