GSS is one of the top ten largest programs in CSRA, providing visa processing services worldwide in 49 countries for the US Department of State. With a staff of over 600 people, this 10-year multi-billion dollar contract provides information services, fee collection, call center support, documentation delivery, greeters, and biometrics collection to embassies and consulates globally. Program includes ten task orders across North America, South America, Europe, and Africa, including subsidiaries in 40 countries and 22 CSRA buildings.

Integrates relationships between business units and central corporate functions to ensure success in meeting business and corporate goals and objectives. Identifies and facilitates resolution of operational issues. Acts as a liaison between corporate shared services and internal business units. Coordinate project management techniques and controls in the areas of quality assurance, risk management and mitigation, financial management, subcontract terms and conditions, problem resolution, business case development, SLA management and other functions as required. Requires knowledge of project management (PMP preferred), government contracting processes, Federal Acquisition Regulations (FAR), DCAA and DCMA, team-building and resource management, financial variance reporting, business process implementation, standardization of complex processes across global markets.

Essential Job Functions:

  • Leverage strong analytical and financial modeling skills to determine underlying cost drivers, optimization opportunities and influence business leadership to effect change to program bottom line.

  • Directly interface with program control officers and business leadership to shape financial outlook and performance.

  • Develop and vet business cases prepared by operational managers to ensure consistency and soundness of approach and expected benefit.

  • Draft and prepare basis of estimates for all pricing and proposal opportunities.

  • Significant experience managing financials for $100+ M budgets.

  • Experience with EAC accounting practices in a Federal contracting environment.

  • Ability to own business case development and ensure execution to proposed solution identifies prospects and works in conjunction with the business development team in representing the company's outsourcing capabilities to potential clients. Accompanies sales team to client sites, gathers data, provides input and evaluates client.

  • Structures highly complex sourcing propositions across processes, applications and infrastructure in conjunction with business strategy. Provides input into pricing of proposition.

  • Identifies and/or develops metrics to assess outsourcing effectiveness. Prepares reports and presents results as appropriate to senior management.

  • Identifies additional product/services opportunities in client organization and follows up with client and/or business development team. Creates additional outsourcing opportunities for company by providing client with information regarding additional business services offered by company.

  • Evaluates current, internal processes and maintains currency with industry trends and forecasts. Recommends and implements modifications and/or new processes to maintain competitiveness in the industry.

  • Responsible for the tracking and monitoring of exchange rate fluctuations and working with Finance/Treasury and Accounting on business area hedging strategy.

  • Business Volume Lead for all business area pricing initiatives (new opportunities, recompetes and modifications) to include analysis of price to win strategy and the liaison between the pricing department and operations in the development of basis of estimates.

  • Support business finance in short and long range forecasting including budgeting and eac development.

  • Provides leadership and work guidance to less experienced personnel.

DESIRED QUALIFICATIONS:

  • Analyzes business and technical processes to formulate and develop new and modified business information processing systems

  • Requires knowledge of computer system capabilities, business processes, and workflow

  • BA or equivalent + 10 yrs related experience, or MA + 8 yrs related experience

  • Bachelor's Degree in Accounting, Analytics or Business Management with 10+ years of demonstrated experience managing financial performance.

  • Certified Project Management Professional (Preferred)

  • Nine or more years of business process outsourcing, consulting or systems implementation experience

  • Strong organizational and time management skills

  • Strong communication, presentation and facilitation skills

  • Ability to conceptualize, design, develop and apply business and management consulting applications and services

  • Ability to strategically assess clients' business and identify improvement opportunities

  • Ability to define specific solutions within an abstract environment

  • Willingness to travel
