Serves as a key strategic partner to the Director of Regional Fare Systems and Regional ORCA Operations Team (ROOT) leadership, responsible for leading strategic regional initiatives for successful fare system operation across the seven regional ORCA transportation agencies. Participates in the development of tactical and strategic plans to meet team goals; building the team capability to deliver toward those goals; ensuring that team roles, responsibilities, initiatives, and management practices are clear; and addressing and assisting in the resolution of issues and obstacles that could impair the team's effectiveness. Under general direction, develops, manages, and coordinates the activities of the ROOT, including multiple sections and functional areas; develops and oversees the contracting and procurement processes to ensure efficiency and standardization of the activities and approach; establishes administrative procedures for the ROOT; and coordinates with ORCA Agencies and other Sound Transit (ST) Departments as required. The Business Manager serves as a key partner and assistant to the Director by organizing calendars, ensuring preparation of materials and information for regional and departmental meetings, and handling issues that require immediate response.


The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Partners with leadership to develop, implement, prioritize, and oversee strategic programs and projects that align with the ROOT and region-wide goals and objectives; establishes performance measures, tracks and reports on performance; ensures effective communication of goals; analyzes and summaries issues and obstacles that impede progress toward achieving goals; conducts follow-up to ensure that issues have been resolved.

  • Conducts ongoing assessment of business processes to identify success inhibitors and gaps; supports System Operations team with change management process review; prioritizes and leads process improvement efforts.

  • Provides support to the Director on special projects and initiatives as directed; serves as staff on a variety of committees and boards; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings.

  • Builds effective strategic relationships with ORCA Agencies at all levels, acknowledging the regional, cross-agency nature, and reporting structure of the division, as well as with relevant ST Departments.

  • Develops partnership and manages the expectations of variety of external stakeholders, auditors, other government and private entities, and the broader community; serves as regional liaison to ORCA Agencies in coordination with Agency Business Managers and committees of Agency subject matter experts; supports management of Service Level Agreement between the ROOT and the ORCA Agencies; provides prompt and concise feedback or corrective actions as necessary.

  • Serves as an administrative resource for the ORCA Joint Board; provides support to Joint Board members, committees/task forces, and others as needed; facilitates the work of staff on issues requiring Joint Board review or approval; provides guidance to team staff on application of Joint Board rules and policies, pertinent state laws, codes, and regulations, including the open public meetings act and the open public records act.

  • Manages vendors, consultants, contractors, and suppliers in the administration and implementation of programs and projects; negotiates various agreements; manages license and service level agreements; maintains relationships.

  • Leads or supports procurement efforts for all functions within the ROOT; provides contract management expertise and support for all areas of ROOT operations, especially focused on new project work under direction of the Regional Program Team; works with ST Contracts and Procurement staff to strategize and drive progress on new procurements, change orders, and other contractual matters.

  • Develops reports on a wide range of topics including strategies, processes, and key performance indicators to assure management of agile yet best practices; prepares dashboards for multiple audiences and stakeholders.

  • Coaches and motivates staff; supports employee relations; coordinates and/or provides staff training and development.

  • Helps to manage the workflow and prioritization for the team leads.

  • Ensures that projects, deliverables, services, and operations of the team are completed within scope, schedule, and budget with quality and accuracy, and that all objectives are successfully met; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; reviews work and provides advice and counsel to staff as needed to help them achieve quality work products and meet goals.

  • Consults on the allocation of resources, including budget, technology, and staffing, to achieve goals and objectives; makes recommendations and forecasts for future funds needed for staffing, equipment, software, materials, and supplies.

  • Ensures accountability and compliance with policies and practices, including all current and applicable state and federal laws, Agency policies and procedures, rules and regulations; in partnership with group leaders, adjusts plans to address new and emerging priorities, policies, and expectations; recommends modifications to policies and procedures as appropriate.

  • Collaborates with regional legal experts on contractual matters and litigation support, as applicable.

  • Responds to and resolves difficult and sensitive customer inquiries and complaints.

  • Maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate.

  • Provides administrative assistance to the Director and other team leads as required, including scheduling and facilitating meetings, taking strategic minutes, tracking actions, and organizing and retaining records.

Education and Experience:

Bachelors' Degree in, transportation, operations management, engineering, public administration, business law, business management, economics, project management, or closely related field, and five years of experience in public or private sector transit or transportation, urban planning, project management, contract management, or operations management; OR an equivalent combination of education and experience.

Required Licenses or Certifications:

Valid state driver's license.

Required Knowledge:

  • Thorough understanding of strategic business process development and process improvement techniques.

  • Advanced principles and practices of procurement and contract management.

  • Negotiation, legal, and business savvy, including an understanding of legal terminology and contract structure.

  • Principles of risk assessment, mitigation, and strategic planning.

  • Supervising, leading, coaching, and mentoring staff; delegating tasks and authority.

  • Interpreting and applying pertinent federal, state, and local policies, laws, and regulations, sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.

  • Principles of business letter writing and basic report preparation.

  • English usage, spelling, grammar, and punctuation.

  • Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.

Required Skills:

  • Ability to develop complex cross-agency and cross-functional goals, objectives, and plans; drive, track, and report execution progress.

  • Creative and strategic problem solving skills, identifying alternative solutions, projecting consequences of proposed actions, and implementing recommendations.

  • Extensive experience preparing and analyzing complex data and comprehensive reports.

  • Principles of research and analysis using a variety of sources.

  • Experience managing or supporting large and complex programs and projects; applying project management, internal control, and program development techniques and practices.

  • Strong communication skills, verbal and written, including public speaking and presentation skills; must be able to communicate to various individuals at multiple levels and from multiple disciplines.

  • Fostering a positive and progressive attitude in a dynamic technical environment; techniques to work effectively under pressure, meet deadlines, and adjust to competing and changing priorities.

  • Strong relationship building skills for partnering and collaborating with diverse work groups and individuals; ability to bring people together and build consensus while working towards a common goal.
