The College of Education and Human Services at West Virginia University invites applications for the position of Business Manager/Human Resources Specialist. This position manages the day-to-day responsibility in providing and applying comprehensive knowledge of policies and procedures in the following areas: classification and compensation, employment/recruiting/ affirmative action, immigration, and employee relations/performance management.
The Business Manager/Human Resources Specialist determines the actions needed to align College policies with those of the WVU Division of Talent and Culture, which incorporates University, State, and federal policies, procedures and law. This position also provides high level administrative support to the Dean and Administrative Team exercising discretion and independent judgment.
In order to be successful in this position, the ideal candidates will:
Classification and Compensation
Manage/provide support to recruitment life cycle process for employment categories (faculty/FEAP/classified/non-classified/limited appointees/temporary employment) from requisition to completion. Train College search committee chairs on appropriate hiring procedures and applicant tracking system.
Provide guidance to departments/search committees with the interpretation/implementation of the University faculty hiring guidelines/procedures, relating to immigration/recruitment/interviewing/selection. Assist department chairs with composition of appointment letters/contracts for tenure/non-tenure track hires.
Provide input to supervisors for hiring personnel (review applications and participate in interview process).
Serve as the College administrator for WVU Hire/Taleo (submit requisitions and recruitment process approvals).
Provide recommendations regarding salary offers/negotiations in compliance with University criteria. Work closely with the Provost's Office, Division of Diversity, Equity and Inclusion, and Classification and Compensation.
Serve as the Affirmative Action Officer for college.
Serve as Immigration Liaison for the College. Prepares the numerous documents required for HIB/Visa processes for faculty/FEAP personnel.
Consult with department chair to resolve any compensation issues arising from visa petitions.
Attend training sessions.
Complete all audit information as required by International Students/Scholars Services.
Employee Relations/Performance Management
In consultation with Employee Relations personnel, guide, and apply policies/procedures for classified/non-classified staff; work closely with management personnel to ensure the fair/consistent application University rules/policies, Fair Labor Standards Act, Americans with Disabilities Act, etc.
Act as a mediator between staff and supervisor to prevent potential grievances.
Respond to inquiries, complaints, and unique problem situations from staff regarding various human resources issues policies and procedures.
Serve as the College Social Justice Liaison. Attends regular meetings and provides instructions to search committees and assures compliance with the search and selections procedures. Provides direction to committee chairs and administrators throughout the process. Serves as "safe zone" place for individuals.
Serves as Sexual Harassment Officer for the College. Requires incumbent to talk with individuals about uncomfortable situations and maintain complete confidentiality. Must keep current on rules and regulations and establish rapport with the various offices in WVU.
Provide a high level of confidential administrative support to Dean and other members of the Administrative Team with regards to procedures and policies and proposed changes. Prepare reports and correspondence for review, some of which establishes precedents and commits the College to action.
Provide accurate and quality reports and correspondence for the Dean and Administrative Team. Provide guidance to faculty and staff in administrative problems and procedures and provides interpretation of College and WVU policies and procedures.
Attend various committee meetings, etc. with the Dean or on their behalf. Sometimes requires travel to areas outside Morgantown and the WVU campus.
Provide problem solving techniques, counsel and interpretation to faculty, staff and administrators.
Pay Grade: 17
Bachelor's degree required. Master's degree in related field or equivalent work experience preferred.
2 years of work experience in personnel management, general office procedures, affirmative action practices, report writing.
Must have ability to perform a variety of complicated tasks and provide a high level of confidential administrative and personnel support to the Dean and other administrators.
Must be a positive team member and have the ability to establish and maintain effective relationships with multiple constituents and to respond appropriately under difficult circumstances.
Knowledge of general university policies relating to human resources and familiarity with a variety of administrative concepts, practices and procedures.
Knowledge of software packages such as Word, Outlook, Excel and Access.
Excellent oral and written communications skills - including use of correct English, grammar, spelling and punctuation, and ability to produce accurate, clear, and concise written letters and reports.
Knowledge of legal issues pertaining to interviewing potential candidates for employment.
Ability to collect and analyze data, formulate recommendations and develop plans of action.
Ability to work independently and meet strict deadlines.
Ability to travel to on and off campus meetings and conferences.
Ability to learn the mission/goals/policies/procedures of the College and University.
