The Environment and Energy department is seeking a Business Manager to oversee business functions of the Solid Waste division. The Solid Waste division includes the following sub-divisions, Solid Waste Operations, Waste Reduction and Recycling, Household Hazardous Waste Drop-off Centers, and Scalehouse Operations.

Location and hours:

This position is hybrid and will be performed both on-site at the Hennepin Energy Recovery Center located at 505 6th Avenue North, Minneapolis, MN 55405, and remote as job duties require. Work hours will be Monday through Friday, between the hours of 6 a.m. to 6 p.m., with flexibility. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

You must be a current regular or probationary employee of Hennepin County's Environment and Energy department to apply for this position. Limited duration employees not eligible.

In this position, you will:

  • Manage solid waste contracts related to the operations and maintenance of the solid waste facilities.
  • Provide supervision of a Professional Engineer, Senior Environmentalist, Facility Project Manager, Intermediate Administrative Assistant, Administrative Assistant (2), and Principal Office Specialists (2).
  • Manage and oversee the County's proprietary waste management system.
  • Manage solid waste business functions including managing contracts.
  • Oversee the Solid Waste Management Fee Program, including managing the work of two professional accounting contractors and Environment and Energy staff providing limited financial audits.
  • Develop policy, oversee legislative activity, and participate in professional, regional and state organizations.
  • Provide oversight in managing the enforcement of Ordinances 2 & 17.
  • Provide leadership to further department-based strategies that align with County goals, mission and core values for diversity, equity, and inclusion.

Need to have:

  • One of the following:
  • Bachelor's degree or higher in business administration, urban planning, engineering, public administration, public health, environmental studies, or other field appropriate to the position and five years or more of experience related to organizational operations or programs or a specialty area appropriate to the position.
  • Nine or more years of experience related to organizational operations or programs or a specialty area appropriate to the position.

  • Working in solid waste operations.
  • Preparing and monitoring a budget.
  • Managing complex contracts.
  • Addressing racial equity, gender equity, LGBTQIA equity, neurodiversity equity, differing ability equity.
