This position is responsible for directing the fiscal functions of the school district in accordance with generally accepted accounting principles and school district policy. This includes financial analysis, internal and external reporting, cash management, budgeting, financial accounting, financial forecasting, purchasing, contract administration, payroll, and fringe benefits. This position will serve on the Superintendent's Leadership Team with a central role in school district planning and analysis of current programs and support systems.

Required Professional Preparation and Experience:

  • Bachelor's (B.A.) degree in Finance, Accounting, or related field.

  • MSBO certification required or ability to obtain within three years.

  • Three (3) years of relevant accounting experience,including budget report preparation, budget variance reporting/analysis, and governmental fund accounting.

  • Knowledge of State of Michigan Accounting Manual, generally accepted accounting principles, audit standards, and Michigan school accounting.

  • Possess a high level of integrity, dependability, and strong analytical and critical thinking skills.

  • Must have excellent communication/interpersonal skills required to maintain effective working relationships with board members, administrators, teachers, support staff, community members, and executive and/or legal professionals.

  • Experience and aptitude in the use of technology including Microsoft Excel and Google Sheets.

  • Exceptional organizational skills and ability to handle multiple tasks and meet required deadlines.

  • Strong problem solving and creative skills, and the ability to exercise sound judgment and make strategic planning decisions based on accurate and timely analyses.

  • Ability to organize integrated systems and processes; ability to analyze and solve complex problems.

  • Regular dependable attendance is a critical performance factor to ensure high quality customer service.

Preferred Professional Preparation and Experience:

  • Previous experience in a school environment.

  • Experience working with State and Federal grants.

  • Knowledge of school software systems (i.e. SMART, Skyward).

  • Experience with onboarding processes and human resources processes.

Major Responsibilities:

General

  • Prepare and write routine correspondence and reports.

  • Act as a representative of the district when greeting and dealing with parents, community members, vendors, students, and employees.

  • Attend meetings and present as appropriate (Board of Education committee meetings, staff meetings, etc.)

  • Participate with local and state professional organizations to stay abreast of school finance issues and current legislation to monitor effects on the district.

  • Attend workshops, conferences, and other professional development opportunities to further the business operations of the district.

Finances

  • Assure compliance with Board of Education policy, federal rules, business procedures, and legal requirements as well as maintain sound business practices.

  • Direct district fiscal functions and provide general administration of all business and accounting functions.

  • Manage cash flow, borrowing, and school bond loan program.

  • Prepare and monitor all district budgets using a collaborative approach, including long-range financial planning.

  • Responsible for monitoring all accounting functions against budget appropriations, and reporting to the Board on the status of budget appropriations.

  • Prepare and oversee the preparation of monthly district financial reports to accurately depict the financial condition of the district and ensure they meet all local, state, and federal requirements including timely submission.

  • Prepare bid specifications to enable the district to receive competitive bids according to Board policy & State law.

  • Maintain the district taxable value records and corresponding tax collections; reconcile property tax revenue including operations and debt.

  • Arranges for audits of all accounts and records annually by an independent, certified public accountant selected by the Board of Education.

  • Prepare year-end financial documents.

  • Prepare annual insurance renewal reports; prepare requests for insurance bids; coordinate insurance appraisal of inventory.

  • Drawdown federal grants monthly, reconcile expenses to grant applications.

Payroll:

  • Calculate and process payroll data for all school district employees and maintain accurate, up-to-date files of all payroll information. This includes preparing payroll checks, ACH File and processing payroll liabilities.

  • Office of Retirement Services (retirement) balancing and reporting each payroll.

  • Prepare required governmental reports: federal tax, FICA, W-2's, MESC, Medicare, etc.

  • Distribute payroll deductions in compliance with local, state and federal statutes.

  • Verifies attendance, hours worked, and pay adjustments and post information onto designated records.

Human Resources:

  • Collaborate in the planning, design, and implementation of sound human resources policies and practices.

  • Maintain insurance records pertaining to workers compensation, property and liability claims, and students accident reports.

  • Complete human resources activities and act as a liaison for benefits including retirement, federal and state tax, annuities and health insurance.

  • Prepares and processes district open enrollments in health insurance plans and Section 125 Plans. Understand and be able to present benefit packages as needed to small groups or in one on one meetings.

  • Administer and interpret district personnel policies using the Master Agreement and Board Policy.

  • Remain current regarding state and federal legislations relating to: employee compensation, employee benefit programs, etc.

  • Responsible for filing the Registry of Educational Personnel (REP) for the district.

Additional Responsibilities:

  • Prepare documents and information related to school millage elections, bonding, and other financial issues.

  • Other duties as assigned by the Superintendent.
