The Lemuel Shattuck Hospital (LSH) is seeking an experienced, Business Management Specialist.
Under the direction of the Director of Contracts Management the successful candidate will oversee the activities for processing, maintaining and monitoring contract documents related to the purchase of Medical Services for the Lemuel Shattuck Hospital.
Duties and Responsibilities (these duties are a general summary and not all inclusive):
Procures goods and services in accordance with DPH policy and 801 CMR 21.00.
Responsible for developing bid specifications, managing procurement processes, making procurement recommendations and managing contracts for compliance with performance specifications for medical services-related contracts.
Provides tracking data and plans renewals before commodity contracts expires.
Initiates procurement for expiring contracts and responds to requests for new medical services-related procurements
Monitors contracts for compliance with contract specifications.
Develops and/or maintains processes to ensure regular receipt of accurate invoices, reconcile invoices with budgets, and provide timely problem resolution, as necessary.
Compiles, analyzes, and synthesizes data for Director to identify trends, patterns, and potential cost-savings. Present accurate and concise report of findings verbally and in writing.
Supervises the Accountant and Contracts Officer positions. In addition, the incumbent recommends, trains and supervises volunteer/temporary staff.
In conjunction with the Chief Medical Officer (CMO), develops annual Medical Services Department budget (object class MM). Develops and maintains MS Excel and/or Access database(s) to conduct cost benefit analyses for contracted medical services by examining data, calculating statistics, and preparing comprehensive reports of findings.
Tracks and enters time and effort data for cost reporting. Meets with compliance staff as needed to support Hospital billing.
Develops and/or maintains verification/reconciliation processes for time sheets, time and effort surveys, compensation, and invoice data.
Oversees the process for collecting contracted physician time and effort sheets. Develops and/or maintains electronic (currently MS Excel) spreadsheets of physician compensation data.
Liaison with medical service's contracted vendors. Vendor meeting participation as requested.
Reviews, analyzes and approves payment to designated contracted vendors.
Receives and processes service requests; Maintains spreadsheets of all service requests.
Reconciles encumbrances and expenditures with MMARS.
Provides updated encumbrance reports to Department Director, Department Heads and Chief Financial Officer.
Provides budget projections and recommendations to Department Director.
Coordinates Performance Improvement (PI) Initiative in accordance with policy.
Collects and analyzes data; prepares quarterly indicator reports.
Provides technical assistance to vendors and hospital staff in completing required contract documents.
Provides orientation and training to hospital staff on department policies and procedures.
Provides recommendation for new and existing policies and procedures.
Maintains listings of active commodity contracts and qualified service vendors and provides listings to appropriate hospital staff.
Maintain files of documentation related to the above duties.
Completes other tasks as assigned by Supervisor.
LSH takes pride in helping people recover from illnesses and conditions that are often underserved or difficult to manage in other health care settings. The Hospital serves populations that are mostly indigent, often in the care and custody of state agencies, and present with clinical issues that arise from mental illness, homelessness and substance abuse. LSH provides 260 inpatient beds and 25 specialty medical clinics, including surgical services, to patients and clients referred by private sector providers and state agencies (including the Department of Mental Health-DMH, the Department of Developmental Disabilities-DDS, and the Department of Corrections-DOC). We strive continuously to improve the quality of life for our patients through the delivery of collaborative treatment and a patient-focused continuum of care. Teaching health professionals from various disciplines always has been a part of the hospital's charge as well.
Shift Hours: 9:00 a.m. to 5:00 p.m.
Days Off: Saturday and Sunday

Minimum Entrance Requirements:
Applicants must have (A) at least three (3) years of full-time or equivalent part-time, professional experience in business administration, business management or finance/accounting, or (B) any equivalent combination of the required experience and substitutions below.
Incumbents may be required to have a current and valid motor vehicle driver's license at a class level specific to assignment.
I. A Bachelor's degree with a major in business management, finance or a related field may substitute for two (2) years of the required experience.
II. A Master's degree or higher with a major in business management, finance or a related field may substituted the required experience.
