GENERAL STATEMENT OF DUTIES:

Investigates and enforces cases of non-conformance with the City of Flint licensing requirements in collaboration with the Building Inspections Division. Participates in the licensing activities of the Business Services Division by accepting, investigating, and issuing licenses; conducts investigations of licenses and licensees. Performs related work as required.

  • Participates in licensing activities by explaining licensing requirements and departmental policies and procedures to other City departments and the general public; assisting applicants in the preparation and gathering of pertinent forms and statements; collecting fees; and issuing licenses.

  • Conducts investigations of license applicants to determine eligibility for licenses; investigates business establishments and commercial enterprises to insure their compliance with City and State licensing ordinances and laws.

  • Maintain Citywide Business Inventory through cross-checks with databases including but not limited to BS&A (Building Inspections and Accessing) and State of Michigan LARA.

  • Receives and investigates complaints regarding non-conformance to licensing requirements.  Initiates formal action against violators.

  • Prepares written reports related to licensing activities.  Conducts correspondence with other city personnel, licensees, applicants, attorneys, and agencies.

  • Tabulates license inventory records and license revenues.

  • Performs other duties as assigned.

  • Bachelor's degree in business administration, construction, communications, technology or related field. 

  • OR

  • Four (4) Years of related experience.

  • At least two (2) years of experience in the performance of moderate to complex clerical work.

  • Preferably at least one (1) year of experience in working with licensing and performing licensing investigation activities.

  • Any combination of education and experience may be considered.

NECESSARY SPECIAL REQUIREMENT(S):

  • Possession of a valid State of Michigan driver's license at time of appointment.

  • (Persons employed in this classification may be required to provide and use their personal transportation in the daily performance of their duties and will receive car allowance, if required to use their own transportation.)

  • Ability to read and interpret various ordinances, laws, rules, regulations, policies and procedures.

  • Ability to prepare written reports.

  • Ability to establish and maintain effective working relationships with City employees and the public.

  • Ability to perform investigations relating to City licenses and enforce licensing regulations in a tactful, diplomatic manner.

  • Ability to meet the physical, mental, and visual standards of the job.

  • Ability to utilize a computer and Microsoft Office and experience working in database programs, preferably BS&A.
