This position consists of administrative, technical and analytical work in support of the Economic Vitality and Development Department. The incumbent leads the local business engagement (outreach, retention and expansion) activities, supports business attraction activities, and is the primary staff for business support programs to provide for the sound growth of Broomfield's tax base and for the economic stability of the community. The incumbent's work will be primarily focused on key business sectors, including and not limited to retail, dining/hospitality, and manufacturing.
The incumbent works in partnership with other employees, departments/divisions, external entities, and the public in delivering effective and innovative services. The incumbent provides holistic services to internal and external customers by seeking ways to integrate programs or services provided by other departments, divisions, and external entities.

Salary Range: $46.19 - $62.49/hour

General Duties:
Under minimal supervision, performs a variety of administrative, technical and analytical work in the following areas (listed tasks are illustrative only and it not a comprehensive list of functions and tasks performed in this class):
Researches, develops, and implements externally available financial programs for businesses and monitors applicable state and federal programs, such as enterprise zones and or state incentives
Creates and implements new business assistance programming as approved through budget and council, and develops policy and programming to address service gaps
Participates in business attraction activities for catalytic projects as assigned and in relation to industry clusters
Implements actions, programs and events that help with retention of existing city and county businesses
Contacts local businesses to market business support services and to determine specific needs
Plans, coordinates and arranges business appreciation meetings, activities, and functions
Tracks and responds to demographic, economic and industry-specific inquiries
Participates on boards on behalf of the City and County of Broomfield
Assists with identifying, soliciting and responding to prospective developers and users of retail, office, commercial and industrial space within Broomfield
Assists with Requests for Information for business attraction, expansion and retention activities and serves as a subject matter expert for certain industry clusters
Assists with implementing strategic plans and goals
Administrative Duties
Makes recommendations regarding policies and procedures regarding business and economic vitality matters. Formulates policies and procedures to assure the efficient and effective operation and maintenance of the business development activities and programs; assures compliance with established policies and procedures. The incumbent is responsible for effectively managing his or her workload to achieve departmental goals. Assures that responsibilities are performed in compliance with federal and state regulations, Broomfield policies and procedures and the Broomfield Municipal Code. The incumbent may confer with employees, supervisory, and administrative personnel regarding departmental policies and procedures. Contributes to the preparation and review of departmental policies and procedures as necessary to maintain the effectiveness of departmental programs. Advises applicable administrators or departments of potential problems or concerns. Compiles and prepares data for studies, reports and recommendations; coordinate departmental activities with other departments and agencies as needed.
The incumbent assists in recommending and implementing modifications to systems, policies and procedures. May conduct studies, analyses, and research on a wide variety of topics. The incumbent keeps operational records and makes required reports. Evaluates service costs and makes related recommendations. Identifies and recommends changes or improvements in departmental operations to ensure assigned functions are efficient and cost effective.
Budget/Resource Management:
The incumbent participates in the preparation of the department's annual budget. Assures that responsibilities are performed within budget and performs cost control activities such as monitoring expenditures to assure sound fiscal control; prepares budget requests; assures effective and efficient use of budgeted funds, materials, facilities, and time. The incumbent is responsible for partnering with other staff members in planning, developing, and implementing the overall vision, mission, programs, processes and projects of the department. Works with the team to avoid duplication of service and to ensure that customer expectations are recognized and resolved thereby maximizing customer satisfaction. Assists in the development of short and long-range goals including annual efforts to advance the City and County's mission, goals, and objectives. Monitors the progress of projects so the goals may be obtained within the established timeframe. Prepares purchase orders and processes invoices as assigned.
Public Relations/Communication:
The incumbent prepares or reviews reports, projects, and recommendations as requested by the Director of Economic Vitality and Development or his/her designee. Assists with preparation and review of draft resolutions and ordinances related to business development program activities. Provides updates and other information to staff regarding Broomfield's business development program. May represent Broomfield at various meetings with external officials, agencies and other groups. Addresses inquiries and communicates official plans, policies and procedures to staff and the general public.
The incumbent meets and confers with customers to explain departmental plans, programs, functions, policies, and procedures. Assists departmental staff in preparing and coordinating reports as required. Answers letters of inquiry/complaints and talk with customers. Attends meetings, workshops, and conventions as necessary for the maintenance of effective services. Responds to requests for information and advises City and County departments on assigned programs. Maintains liaison with other departments. Provides verbal and written information to departments. Maintains the accuracy of any program materials posted on the Intranet/Internet.
Miscellaneous Duties:
Operates a personal computer including associated software programs. Operates a motor vehicle in traveling to and from work sites. Ensures that facilities and equipment are maintained properly and coordinate maintenance and repair functions. Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. Uses all required safety equipment. Responsible for the safety of self, others, assets, equipment and facilities; responsible for knowing and complying with all City and County of Broomfield and department policies; adheres to attendance and workplace attire policies. Performs related duties as required.
Training- Bachelor's degree from an accredited college or university in Business, Planning, Marketing/Communication, Public Administration, or closely related field. Master's degree preferred.
Experience- Three years of relevant experience in business management, business/economic development, community planning/development or related field. Experience must include demonstrated knowledge and experience of business, client relationships, and data/information management. Demonstrate skills in client outreach and ability to effectively communicate through social media, website and other communication channels.

Years of related experience may be substituted for required education, however education cannot be substituted for the necessary work experience. Candidates must meet the minimum required years of work experience.

Work is generally scheduled Monday through Friday with some evening and weekend hours and may be performed in City/County work locations, visiting businesses and/or, from at-home or other approved remote work locations.
