About the Position

Dexis seeks a Business Development Manager to join our Governance Practice. Primarily serving as proposal manager and as contributing non-technical writer, the successful candidate will perform additional BD functions, including networking and opportunity research/tracking. In order to develop and maintain familiarity with the Governance Practice portfolio of projects, the Business Development Manager will also provide surge program management support as needed. International travel may be required. The Business Development Manager will work in close collaboration with the Senior Director of Business Development.

This position can be remote or based at Dexis Headquarters in Arlington, VA. It is required to submit a cover letter to express the level of interest for this job.

Responsibilities

Bid Management (60%)

  • Lead bids as a proposal manager in capture, live, and post-submission phases, including managing proposal teams, calendars, and deadlines; liaising with subcontractors and consultants; and facilitating brainstorming sessions and proposal reviews.

  • Identify and recruit consultants (long-term and short-term personnel for proposals, local facilitators, and technical writers/advisors); draft, negotiate, and process consulting agreements; and review deliverables/timesheets.

  • Identify and negotiate with subcontractors/partners, draft and process teaming agreements.

  • Write and/or edit proposal sections, including personnel bio sketches, CVs, past performance references, staffing and management plans, corporate capability statements, branding and marking plans, mobilization plans, and executive summaries.

  • Format technical proposals and annexes, including charts and diagrams.

  • Participate in in-country capture and/or organize capture team travel.

  • Serve as compliance reviewer for proposals.

  • Collect and analyze pricing information.

BD Networking, Pipeline, and Related Functions (20%)

  • Develop and maintain a network of consultants and potential partners within the Governance sector.

  • Identify, research, and track relevant upcoming USG funding opportunities through publicly available sources, advance intelligence gathering, networking, and other resources.

  • Maintain the Governance Practice bid pipeline and keep stakeholders within Dexis updated about it.

  • Stay abreast of USAID rules, regulations, and priorities and disseminate relevant donor policies and news updates internally.

  • Represent Dexis on partner calls and BD-related events.

Program Management (20%)

  • Provide surge support to Program Management Units (PMUs) across the Governance projects

and fill in for PMU staff as needed.

  • Participate in PMU meetings to stay up to date on relevant project developments.

Qualifications

  • Excellent organizational, communication, and writing/editing skills.

  • Four (4) years of relevant experience, at least two (2) of which should be business development experience, preferably with USAID bids.

  • Demonstrated ability to lead proposal efforts and/or to successfully contribute to business development.

  • Skills in Microsoft Office, particularly in Word (advanced document formatting) and Excel.

  • Short-listed candidates will be required to take a writing/editing test.

Preferred Qualifications

  • Proficiency in French or Spanish.

  • Experience working on projects or proposals in the governance sector (specifically, rule of law or anti-corruption).

  • Experience with budgeting and cost proposals.

  • Substantive knowledge of USAID and FAR/AIDAR.
