The Dane County Department of Waste and Renewables is currently recruiting for a full-time (1.0 FTE) Business Development and Outreach Coordinator (Project) vacancy.

The eligibility list created from this recruitment may be used to fill future vacancies that occur within the next six (6) months.

DEFINITION

Dane County owns and operates the County's landfills, household hazardous waste collection site, a construction and demolition recycling facility, various other recycling programs, a food waste diversion program, and a Renewable Natural Gas production and offload facility. The Department's goals include increased waste minimization, diversion, recycling, and beneficial use and the intent is to achieve this with development of a sustainable business park, or Sustainability Campus.

The Campus will have additional opportunities for recycling and community engagement. This classification is responsible for growing and developing financially sustainable waste diversion opportunities within the County, starting with food waste and organic waste but eventually expanding to other waste streams. This classification will be responsible for creating, expanding, and disseminating educational materials and engagement opportunities for Dane County residents, businesses, and municipalities.

EXAMPLES OF DUTIES

Apply for and administer grant programs associated with composting and waste diversion efforts for the Department. Enroll and maintain new customers in waste diversion programs to generate revenue that support program expenses.

 Establish, maintain, and develop local relationships to promote composting, food waste diversion, and other landfill diversion efforts. Identify new waste diversion opportunities.  Develop requests for information, proposals and bids for waste diversion contracts.

 Oversee start up of new waste diversion opportunities.  Coordinate educational materials, programs, and outreach events focused on food waste, recycling, and other material landfill diversion efforts. Organize and coordinate special events that promote and publicize program activities.

Participate in and  facilitate groups and coalitions related to the educational topic. Collaborate with other educators, County departments, volunteers and community partners to support related initiatives. Budget and draft contracts for organics hauling and other business partnerships for waste diversion opportunities.

Education, Training and Experience:

Any combination of education, training and experience equivalent to a bachelor's degree in one of these program areas: business, finance, marketing, organics management, agriculture, horticulture, waste management, soil science, food systems, community & economic development, human development, education, social work, environmental science, or natural resources environmental, sustainability, or organizational leadership, volunteer management, community development, building capacity of organizations, program evaluation, engaging diverse communities, or another related field or industry.

Special Requirements:

Must possess a valid driver's license, or access to reliable personal transportation, or equivalent, allowing access to and from work sites. Must be available evenings and weekends as needed for programs. Must be able to operate or willing to learn to operate, machinery for garbage cart tipping and collections.

Background Check Statement: Some positions may require a criminal background check which can include fingerprinting due to the nature of the job's responsibilities.

For Bilingual Positions:

  • Provide services in both English and the required foreign language (e.g., Spanish, Hmong, etc.).

  • Applicants being considered for Bilingual positions will be tested during the recruitment process. This may consist of either being able to respond to questions in that language (e.g., Spanish, Hmong, etc.) during the interview; or passing an oral translation (English to foreign language / foreign language to English) exam prior to employment.

Physical and Environmental Work Requirements:

Some work carried out in an office setting but at times up to 50% of duties performed in outdoor settings. Physically capable of walk on steep, rough-surfaced terrain in all weather.

Ability to carry equipment (laptop, projectors, tables, tools) to set up meetings or events.  Manual dexterity using fine and gross motor skills. Good visual acuity and hearing with or without corrective devices.

Ability to sit/stand for prolonged periods. Prolonged phone and computer use.

Experience with business development plans, budgeting, customer service, and marketing. Experience planning, developing and evaluating an effective informational or educational program.

Knowledge of program and stakeholder issues and concerns. Knowledge of waste management, circular economies, and other sustainable materials management principles and practices. Effective written and oral communication skills.

Proven public speaking and group facilitation skills.

Ability to provide high quality customer service to customer and diverse members of the public. Strong organizational skills.

Ability to effectively work independently. Ability to use different software to accomplish day-to-day tasks. Ability and experience in promoting events and engaging the public via traditional and social media.

Strong written and verbal communication skills and the ability to promote a positive image in a public setting. Skills and experience in effectively recruiting, training and motivating volunteers and managing projects. Ability and commitment to working with diverse audiences.

Must work independently with little direction and coordinate actions with co-workers and external organizations on a wide range of complex waste management issues. Must have excellent time management and organizational skills in order to accomplish a wide variety of assigned tasks within a limited period.
