Job responsibilities include but not limited to:

  • Daily maintenance and management of the corporate pipeline using Salesforce

  • Frequent engagement with Division Managers and Group VPs to track/provide updates on specific opportunities and intel

  • Track and qualify draft solicitations, live solicitations, or other opportunities of interest identified in the corporate pipeline

  • Monitor, manage, and vet task orders as they are released on existing Prime and Sub IDIQ contracts

  • Search for new opportunities using a variety of tools such as FBO, GovWin, and GSA eBuy

  • Participate in regular business development and/or pipeline review meetings

  • Leverage relationships with industry partners to identify and/or qualify opportunities

  • Initiate contact with teaming partners and develops work arrangements

  • Form teaming strategies to optimize win probability

  • Help develop win strategies, win themes, value propositions, capture and proposal themes

  • Maintain corporate intelligence on potential customers, teaming partners, and competitors

  • Provide written and oral reports to senior management on capture status per opportunity

  • Attend meetings and trade shows to establish and maintain industry partnerships, teaming arrangements, etc.

  • Maintain corporate intelligence on competitors and teaming partners

  • Assist in capture and proposal activities as needed

  • Support and provide relevant information for meetings with government personnel to establish and maintain relationships

  • Provide analysis for specific opportunities, markets and trends, and ad hoc requests

Minimum Qualifications:

  • A minimum of five (5) years of experience in Federal Government contracting

  • Due to the nature of the work and contract requirements, US citizenship is required

  • Must have the ability to obtain a U.S. government security clearance

  • Excellent research skills

  • Excellent written and communications skills

  • Ability to be a self-starter

  • Analytical skills with strong attention to detail

  • Knowledge of government solicitation documents, including standard RFP structure

  • Experience with MS Office suite and ability to create, format, and manipulate Excel spreadsheets and develop PowerPoint presentations

  • Ability to manage and prioritize time between regular duties, ad hoc requests, and higher-level corporate priorities/initiatives

  • Ability to work independently and in a collaborative team environment

Desired Qualifications:

  • Experience with WordPress and basic website maintenance

  • Experience with Salesforce Customer Relationship Management tool suite

  • Ability to learn about technical concepts related to Trace capabilities

  • Communication skills to explain key benefits/challenges of opportunities to business unit personnel and management

  • Problem solving, organization and time management skills to balance competing priorities

  • Experience reviewing contractual agreements such as Non-Disclosure Agreements, Teaming Agreements, Subcontracts, etc.

  • Familiarity with defense contracting tools, including but not limited to: FBO, GovWin, Seaport, GovTribe, etc.

HII-MDIS is currently seeking a Senior Intelligence Community Business Development Manager to work out of their Fairfax, VA office. The successful candidate for this position will be responsible for defining and executing successful win strategies to penetrate Intelligence Community (IC) markets and develop new business strategies. The Business Development Manager must be an accomplished "self-starter" who understands the intricacies of doing business with Intelligence Community Agencies, project management, contracts, and proposal development. The successful applicant will have the ability to create and execute strategies that lead to new business. Duties and Responsibilities (to include but not be limited to the following): * Finds and develops accounts and account management strategies for each client market. * Works with leadership team including Capture Managers to drive opportunities from capture decision to contract award; includes participation in the preparation, approval, and execution of the capture plan, the capture schedule and the B&P budget associated with the opportunity. * Possesses Intelligence Community industry knowledge, marketing and sales capabilities, technical insight, proposal experience, program management skills, and leadership skills. * Identifies the resources required to pursue the bid, establishes processes and plans necessary for pursuit, and manages their execution. * Participates in and sometimes leads development of management, technical and pricing solutions for IC proposals * Negotiates and develops teaming arrangements with potential prime contractors or subcontractors, to include work share allocation and marketing arrangements * Works closely with the proposal manager, technical lead, and executive management to ensure that the strategy, win themes, and discriminators are properly reflected in proposal * Conduct business intelligence and identify gaps and emerging requirements * Perform market and economic analysis as required * Responsible for the development and implementation of winning capture strategies. * Ensures appropriate resources are assigned to address all client requirements, including developing and presenting capture management reports and briefings. Qualifications and Experience: Required - * Bachelor's degree * Strong communications skills, both written and verbal * 10-15+ years of work experience in the federal government contract services business * 5+ years of successful experience as a capture manager on IC procurements, ideally with the 'Big Five' agencies * Demonstrated analytical abilities and sound decision-making in meeting business development objectives * Energetic, highly skilled, and well organized, with significant attention to detail * Strong communications and persuasive writing skills * Demonstrated ability to communicate and interact effectively with senior levels of internal and external organizations * Strong negotiating skills Security: * Must possess and maintain a Top Secret Security Clearance; SCI eligible * The selected applicants will be subject to a security investigation and must meet eligibility requirements for access to classified information * All candidates will be subject to a pre-employment background investigation and drug screening per HII requirements Huntington Ingalls Industries is proud to be an Equal Opportunity Employer.
