LJL has an opening for a Program Analyst to join our team in Laguna Niguel, working in support of the general management and business operation of the PERC and its parent Division, Targeting Operations.


  • Perform analysis and research for identified projects

  • Supports managers on a variety of tasks and projects to meet deadlines; and

  • Creates reports, executive briefings, and spreadsheets utilizing Microsoft Office, Excel, PowerPoint, Visio, and SharePoint

  • Analyzes Business Processes and supports Process Improvement, Automation, and Modernization, including use case generation, project-level requirements development, design, test, and implementation

  • Develops UiPath prototypes to model/simulate workflows and understands agile testing principles

Required Qualifications:

  • Bachelor's Degree in business or related field

  • 5 years of business process analyst experience including creating statistical reports and workflow analyses and processes

  • 3 years of experience supporting law enforcement/immigration law organizations (military, paramilitary, or Federal government experience may be substituted)

  • 1-2 years of experience conducting user research, human systems integration, technology change management, and/or developing high-fidelity UI mock-ups

  • 1-2 years of experience in Robotic Process Automation Technology

  • 1-2 years of experience using Robotic Process Automation software such as UiPath

  • Ability to successfully pass background investigation for DHS Public Trust Positions

  • US Citizen

Coordinates and oversees budgeting, process improvement, controls and other functions enabling the department to meet objectives in an effective and efficient manner. Develops recommendations to solve problems and issues related to business operations and communicates with other departments as necessary. ESSENTIAL DUTIES AND RESPONSIBILITIES Oversees and manages project documentation and coordinates documentation revisions and distributions. Monitors project invoicing to ensure compliance with established policy, service contracts and other operating constraints. Works with appropriate departments to define and implement accounting standards for complex transactions or special projects. Enters project information and data into project management technology tools (software applications, web-based tools, job cost accounting tools). Oversees and processes documentation for project commitments (i.e. Agreements, Contracts, Work Authorizations, Purchase Orders). Trains new project support team on project policies, administration and governance. Assists management in the implementation of and monitoring the adherence to project governance practices and policies. Troubleshoots and resolves complex inquiries and requests from internal and external clients. Reviews and monitors department processes and procedures to identify opportunities to improve service delivery to internal and external customers. May network with external contacts to research and recommend best practices. Coordinates budget preparation. Researches and collects input from multiple internal and external resources. Compiles a variety of operating, financial and statistical information as needed to respond to management requests. Coordinates work with other departments and adds commentary to complete analysis reports and proposals. Leads and facilitates communication of best practices, policies, procedures and initiatives to support operations. Establishes processes to share knowledge and implement process improvements. Facilitates process improvement by engaging appropriate resources in issue identification and resolution. Develops project plans and costs, including personnel and fiscal requirements to achieve defined objectives. May provide periodic updates relative to project resource and fiscal plans. Performs other duties as assigned. SUPERVISORY RESPONSIBILITIES No formal supervisory responsibilities in this position. Provides informal assistance such as technical guidance, and/or training to coworkers. May lead project teams and/or plan, and supervise assignments of lower level employees.
