The Opportunity:

As the Business Data and Integration Architect (ITS5) you will be working on complex, time sensitive projects which can require coordination across multiple systems, agencies, and programs and typically have statewide impact, and are legislatively mandated. The Data and Integration Architect is the highest technical resource responsible for analyzing and recommending efficiencies at the enterprise level for data collections, integrations, linkages warehousing, and incorporating complex cross functional analytics and reporting.

Key Responsibilities

  • Leads Requirements meetings for new data requests and functionality with internal and external stakeholders.

  • Manage Product Owner and Stakeholder expectations.

  • Provides data as required to assist legislative requests, DEL programs, and external agencies.

  • Assist DEL Legislative Liaison and fiscal team during legislative sessions.

This full-time, permanent position is located in Olympia, Washington. We are a mobile workforce that offers telework options, flexible work schedules, sit/stand stations, free DASH shuttle service to shops and restaurants downtown, and we have an infants at work program.

We are looking for an applicant with the following required qualifications:

  • Bachelor's degree or higher in computer science, data management, information systems or related field from an accredited college or university whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education (CHEA).

  • Four (4) years of information technology experience such as consulting, analyzing, designing, programming, configuring, installing and/or maintaining computer software applications, hardware, telecommunications, or network infrastructure equipment, directing projects, providing customer or technical support in information technology; or administering or supervising staff that performed work in any of these information technology disciplines.Demonstrates the following abilities:

  • Ability to conduct business process reviews and document requirements

  • Listening skills in order to understand what people say and to detect what they might be hesitant to say, and interpret the requests into actual business needs

  • Interviewing and questioning skills, to talk with individuals and groups about their needs and ask the right questions to surface essential requirements information

  • Thinking on your feet, to go beyond planned questions and respond to whatever input you hear from the people you are interviewing.

  • Analytical skills, to critically evaluate the information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a more general understanding, distinguish presented user requests from the underlying true needs, and distinguish solution ideas from requirements

  • Systems thinking skills, to be able to see the interactions and relationships between the people, processes, and technology involved in an environment

  • Facilitation skills to lead requirements gathering meetings, decision making, and present the business case

  • Leadership skills to create a collaborative environment and influence people to move toward a common goal

  • Communication skills to communicate information effectively and in appropriate format and detail to customers, managers, and technical staff

  • Organizational skills, to work with the vast array of information gathered during elicitation and analysis and to cope with rapidly changing information, often while managing requests across multiple projects.

  • Business analysis techniques such as workflows, user stories, prototypes to illustrate the requirements.

  • Excellent working knowledge of MS office suite, current versions of internet browsers and graphic capture software.

Desirable Qualifications:

  • Know principles of enterprise information architecture and modeling.

  • Understanding of Microsoft SQL databases and Business Intelligence (BI)

  • Business Analyst Body of Knowledge (BABOK) certification or training

  • Agile certification (CSM)

  • Experience with Agile software development

  • Lean Certification or training

  • Strong presentation and client facing skills.

  • Excellent interpersonal, leadership, and teamwork skills.

  • Self-direction, confidence, effective communication and presentation skills.

Your opportunity at a glance The ITSD is announcing an exciting opportunity for the position of ITS5 Application/API Developer. This position reports to the Application Development Supervisor within the Application team and serves to define business technical needs, design, develop and maintain software solutions for WSLCB that are innovative, secure and meet IT industry standards. Are you an experienced Application Developer skilled in integrating and developing API solutions? Do you have excellent consulting skills and an exceptional ability to explain complex, technical information? Application Interface & API Developers are responsible for supporting the acquisition of COTS products through technical requirements analysis and code review. In addition, development, enhancement, and maintenance of legacy applications by following requirement and documentation standards within the Washington State Liquor and Cannabis Board (WSLCB). This position provides expert level technical services by designing, testing, implementing and maintaining multi-dimensional information systems used to provide, manage, monitor and assess data required to make informed decisions at enterprise, division and business unit level for large and highly complex development efforts. The WSLCB is not engaging in new end-product software design; we are in a maintenance lifecycle and developing and implementing an integration strategy and a data warehouse. Duties Lead and perform development and maintenance of applications, interfaces and application components at an expert-level using REST, C#, .NET, MVC, HTML5, AngularJS, JavaScript, T-SQL, SSIS and enterprise messaging software independently for large and highly complex information systems: * Consult with customers, information technology staff, agency domain experts and commercial system developers to investigate and analyze agency business processes and data requirements. * Lead and perform application, interface and data analysis and documentation * Lead large and highly complex development efforts using an agile development methodology. * Review and approve code modification of fellow developers before migrated into user acceptance testing and into production. * Within the systems development lifecycle framework, design, develop, code, test and implement changes to agency systems and web resources. * Design, create and update SQL databases. * Design, develop, and maintain a data warehouse and integration. * Manage code – version history and manage work items. * Provide professional support, troubleshoot, evaluate, resolve and de-bug highly-complex application functions and programming related problems. * Diagnose application server and database problems across all environments and implement solutions. * Create technical documentation including data models. Maintain existing documentation as needed. * Work directly with agency chosen SaaS vendors to support the design, development, testing and deployment of web service integration during and after implementation, and coordinate and maintain delivery schedules to ensure timely delivery of integration work. * Work directly with consultants to design and develop enhancements or bug fixes to agency systems. * Perform unit testing and other testing as needed; Develop unit tests and script software applications. Qualifications Required: * Expert-level knowledge and experience in IT solutions architecture, application designing, building and maintaining complex web based application using modern HTML, JavaScript .NET, and CSS tools and techniques including version control, automated testing and continuous integration. * Expert-level experience designing, building, maintaining RESTful web services using, .NET, Web API, etc. * Expert level knowledge and experience in working in an environment where IT security best practices, policies, and procedures are required and audited, with having responsibility for enforcing and administering the policies and procedures. * Working-level knowledge SDLC (Software Development Life Cycle), and Agile development methodology. * Working-level skills in unit testing, requirements testing, user testing, load testing, functional, performance/load testing, and regression testing. * Working-level workload management skills - plan and organize assignments to create timely, accurate work products. OR 4 years of demonstrated experience as an application architect and developer. * Working-level knowledge and recent experience building web-based mapping applications using ESRI's ArcGIS API. * Working-level knowledge of Cloud Architecture and recent experience developing using PaaS, SaaS, IaaS with focus on scalability, security and integration challenges * Working-level knowledge and recent experience designing and building native and/or hybrid mobile applications for Windows, Android and iOS.
