Hi, we're Oscar. We're hiring a Business Data Analyst to join our Risk Adjustment team in our New York office.

About the role:

In this role, you will assist in key operations for a core Oscar insurance function called Value Capture. Under the Value Capture umbrella exists Risk Adjustment and Quality which are the only operations that can affect Oscar's bottom line after we've set premium rates. You'll build and refine workflows, tracking progress to meet critical CMS deadlines. You'll help manage data for health systems, vendor partners, and internal stakeholders. You'll identify inefficiencies and recommend tactical program improvements. This position requires you to be data and operationally savvy.

Your role will be focused on supporting core value capture operations. You'll work cross functionally with the Network, Data, Actuarial, and Population health teams on both medical record retrieval and member engagement. From analyzing provider data and abstracting patient information from a medical record to optimizing member outreach, you'll be a key partner in delivering actionable insights.

You will report into the Senior Manager, Risk Adjustment.

Responsibilities:

  • You'll build dashboards to monitor progress of Value Capture programs and escalate issues with key stakeholders.

  • You'll design and operationalize member engagement campaigns and monitor their success

  • You'll triage chart retrieval issues from vendors and build tools/workflows to assist in obtaining charts.

  • You'll review current retrieval processes and audit procedures to get ready for Risk Adjustment Data Validation (RADV).

  • You'll report on RA and Quality programs to other areas of the organization, both financial and operational in nature.

  • You'll assist, on an ongoing basis, the development of policies and procedures for Value Capture programs under the Affordable Care Act and Medicare.

  • You'll think creatively about what's possible for Value Capture programs and Oscar's analytics and reporting tools/infrastructure.

Requirements:

  • 2+ Years experience working in SQL

  • BA/BS Degree

  • Use data analysis to come up with creative solutions to complex problems and produce tangible results

  • Enjoy experimenting and iterating on ways to solve a problem and building programs from the ground up

  • Be able to put together a project plan and work throughout the company to hold teams accountable and drive results

  • A passion for understanding complex issues with a data driven approach

Bonus points:

  • Background in healthcare, tech or risk adjustment

  • Knowledge of RA or Quality measures

This is a full-time permanent position working with our Global Analytics Team. WHAT WE DO * The Rockstar Analytics team provide insights and actionable results to a wide variety of stakeholders across the organization in support of their decision making. * We work together with a number of departments to design and implement data and pipelines. * We collaborate as a global team to develop cutting-edge data pipelines, data products, data models, reports, analyses and machine learning applications. RESPONSIBILITIES * Lead the implementation of data governance tools and practices. * Develop control structures to ensure the accuracy and quality of data through all upstream and downstream data channels. * Coordinate the resolution of data integrity and collection gaps by working with the game development and data engineering teams. * Provide thought leadership and participate in projects that involve any of the upstream or downstream data flows and processes. * Assess the current processes and technology in use to make recommendations for effective and practical data governance organization, processes, and technology. * Review and enrich the current reporting development methodology / processes and make recommendations on the level of documentation that needs to be performed and metadata that needs to be captured. * Identify and document data quality problems through data profiling and advanced analysis. * Meet with business stakeholders to gather requirements for self-service reporting and analysis. * Translate complex business requirements into focused technical requirements and data solutions. * Project manage the implementation of data governance. * Prioritize projects through broad cost / benefit analysis. * Present plans and post analysis to stakeholders in a concise and easy to understand format. * Tackle complex problems with a strategic mindset and create thoughtful recommendations and action plans for solving those problems. QUALIFICATIONS * 8+ years of professional experience. * 5+ years of experience as Business Analyst. * 3+ years of experience in Data related projects (Data Governance, Master Data Management, Reporting, etc.). * Hands-on experience in project management, preferably in the following sectors: e-commerce, digital products, digital video, sports, media and entertainment. * Experience with managing third party vendors. SKILLS * Attention to detail - ability to apply data management standards and data governance practices. * Process improvement mindset - the ability to identify and implement opportunities to improve existing business processes. * Excellent prioritization skills - ability to evaluate and prioritize a wide array of opportunities within a highly dynamic environment. * Excellent communication skills - comfortable communicating to internal product and development teams, as well as written communications for consumer-facing audiences. * Flexibility to adapt to changing business requirements, and ability to power through ambiguity. * Ability to thrive in a fast-paced, entrepreneurial environment with a track record of success in leading cross-functional initiatives.
