GENERAL DESCRIPTION:

The Texas Division of Emergency Management (TDEM) is an emergency response entity, and this status can affect working hours, travel and change in duties as needed. The Business Coordinator II, under general supervision, provides support and coordination of a variety of business activities requiring independent judgement, including reviewing business documents and assisting in developing, monitoring, and reporting accounts and budget data to ensure compliance with Federal Emergency Management Agency (FEMA) Public Assistance and Hazard Mitigation Assistance programs in collaboration with the TDEM Recovery Division, Hazard Mitigation Division, and Finance Division in support of TDEM regional staff. This position reports to the Assistant Chief.

  • Salary is a fixed rate and is non-negotiable

ESSENTIAL JOB DUTIES AND RESPONSIBLITIES:

  • Coordinates TDEM business functions within the assigned region.

  • Adheres to federal procurement standards, reviews, approves and provides back up for signing vouchers and requisitions.

  • Reviews and audits reconciliations of accounts.

  • Develops, monitors, and reports budget activity.

  • Prepares complex monthly and annual financial reports.

  • Assists with the review of requests for reimbursements related to FEMA's Public Assistance and Hazard Mitigation Assistance Programs.

  • Plans, develops, implements, coordinates, activities in support of FEMA Public Assistance and Hazard Mitigation Assistance Programs.

  • Provides input and assists in developing policies, procedures, and guidelines administrative management of various program related activities.

  • Coordinates annual fiscal year closing activities and drafts new fiscal year plans.

  • Coordinates fiscal activities.

  • Proposes solutions to complex financial problems.

  • Assists in the tracking and compliance with time and effort reporting requirements.

  • Assists with ensuring compliance with TDEM staff purchasing, travel, and expenditures associated with FEMA's Public Assistance and Hazard Mitigation Assistance Programs.

  • Coordinates inventory process and maintenance of business files. Serves as a records management coordinator.

  • Will serve as a liaison for compliance with Finance functions related to TDEM and TAMUS system processing.

  • Assists with administration of contracts and grants.

  • Prepares budgets for review by principal investigator(s).

  • Develops complex financial and statistical analyses and summary reports.

  • Composes routine correspondence. Recommends, implements and audits business procedures.

  • Assists with administration of unit, program, or project.

  • Participates in the hiring and training of business staff and/or student workers. Trains staff on new and existing business procedures and interprets policies and regulations for staff.

  • Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

  • Face-to-face and person-to-person interaction are required.

  • Ability to travel (10%).

  • Performs related work as assigned.

  • Maintains a regular work schedule and work extended hours when needed.

MINIMUM QUALIFICATIONS:

Education

  • Bachelor's degree in applicable field or equivalent combination of education and experience.

Experience

  • Three (3) years of related experience.

Preferred Education/Skills/Experience: Master's degree in Business. FEMA Public Assistance or Hazard Mitigation Assistance program experience, or federal grant management experience.

  • Relevant work experience may be substituted in lieu of education requirements on `a year-for-year basis, with one (1) year experience equivalent to thirty (30) semester hours. A completed advanced degree in a relevant field may also be substituted in lieu of work experience.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Working knowledge of FAMIS, Concur, Workday.

  • Working knowledge of, or the ability to rapidly assimilate information related to TDEM, State and Federal regulations, legislation, guidelines, policies, and procedures.

  • After training, maintains a journey level understanding of FEMA's Public Assistance and Hazard Mitigation Assistance programs, including detailed technical level understanding of requirements related to State Management Costs and related program expenditures, eligibility, reimbursement, and reconciliation.

  • Ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.

  • Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.

  • Ability to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.

  • Ability to quickly and efficiently access relevant information and be able to utilize and/or present research and conclusions in a clear and concise manner.

  • Ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

  • Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook).

  • Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

REGISTRATION, CERTIFICATION OR LICENSURE:

Must successfully complete the following Incident Command System training courses (IS 100, 200, 700, and 800) and any other assigned training within the first twelve (12) months of employment.
