JOB INFORMATION

The Multifamily PMO is seeking a highly experienced manager to conduct the strategic investment business case process and lead compliance operations for the Multifamily Target State portfolio. Manage multiple projects and project managers within a business unit. Lead activities related to analyzing business issues and future needs to identify projects that support the strategic plan, achieve business goals and objectives, and/or improve or streamline functions. Ensure that deadlines are met, issues are resolved, and customer goals are achieved. Track progress of projects and adjust as necessary. Hire, manage, train, develop, and evaluate staff. Develop, implement, document, and ensure adherence to practices and procedures.

KEY JOB FUNCTIONS

  • Manage day-to-day activities related to multiple projects within a business unit to ensure achievement of business goals and objectives. Formulate goals, identify key stakeholders, and manage relationships. Resolve concerns on highly significant matters.

  • Develop business processes to manage projects. Align with other projects. Track, monitor, and report activities. Analyze results. Present insights and best practices.

  • Manage project reviews to assess overall project effectiveness. Ensure consistent methodology and alignment with business unit priorities. Advise management of significant findings.

  • Develop, monitor, and review project budgets. Verify expenditures vs. actual. Explain variances.

  • Prepare and deliver status reporting to senior management in areas such as metrics, staffing statistics, resource tracking, SOX compliance, unit progress, issue tracking, and staff meetings.

  • Develop, implement, and share best practices and tools in areas such as technology development, project management, risk management, change management, document retention and management, and post-implementation review.

  • Identify and facilitate technology changes to support project needs.

  • Develop, implement, and document procedures. Adhere to corporate communication standards and procedures. Obtain and provide required approvals.

  • Coordinate and administer assignments, monitor team progress, and maintain schedules.

  • Develop team members and provide ongoing professional guidance and direction.

EDUCATION

  • Bachelor's degree or equivalent

  • Preferred areas of study Business, Finance or Management

MINIMUM EXPERIENCE

  • 6 - 8 years of related experience

SPECIALIZED KNOWLEDGE & SKILLS

  • Coordinating the annual business case development process

  • Must be able to lead Multifamily's response to the new enterprise-wide quarterly compliance reporting process, capturing portfolio-wide performance against business case commitments

  • Must have experience with the identification, capture and monitoring of portfolio-level performance measures and milestones

  • Program management of business cases

  • Direct or matrixed management of all program-level program managers

  • Tracking of portfolio level risks issues actions and decisions

  • Preparation and delivery of executive briefings

  • Leading responses to compliance-related responses to the Enterprise, FHFA, and other non-Multifamily stakeholders

Learn more about this agency Responsibilities This position is located in the U.S. Department of Education (ED), Federal Student Aid (FSA), Program Compliance, School Eligibility Service Group (SESG). The SESG is responsible for the oversight services of eligibility postsecondary Title IV schools and their servicers. This includes reviewing institutional and program eligibility, resolving and analyzing an institution's compliance audits and financial statements, conducting program reviews of institution Title IV compliance, and management of the institution's method of payment. Each division within SESG has responsibility for the oversight of specific institution's main campus or its unique ownership structure. Each division may be responsible for some or all of the oversight responsibilities under the purview of the SESG. As a Supervisory Case Management Specialist, you will be responsible for performing the following duties: Plan, coordinate, and direct the work of two or more teams and integrates the work with other components of Program Compliance. Direct and monitor the teams' implementation of new policies and procedures required to comply with changes in laws, national policies, objectives, and Departmental policy. Oversee the development and maintenance of a workflow tracking system for institutions assigned to the team, ensuring accurate and timely updates to the applicable data systems. Ensure the team effectively monitor Title IV program compliance by their assigned schools and by corporate school groups having multi-regional or nationwide participation. Collaborate with the Department's Administrative Actions and Appeals Service Group (AAASG) and the Office of General Counsel on matters related to administrative issues that address limitation, suspensions, fines, or termination of institutional participation in Title IV programs, and make appropriate recommendations.
