The ideal candidate is looking to bring their existing knowledge in accounting and financial management and is skilled at working with a variety of stakeholders.

Rail's BFO works in partnership with division staff to oversee the financial management. The Rail division operates and maintains both Sound Transit's Link light-rail system and the City of Seattle's streetcar service complimenting Metro's robust fixed-route system and other mobility services. Together, Metro and Sound Transit, are working to build an integrated system that lets people travel farther, faster, and with greater ease.

About Metro's Rail Division

High-capacity light rail is emerging as the backbone of our region's public transportation system, and the Rail Division will be essential to its success. Metro Transit operates Sound Transit's light rail system, which will grow three-fold in the future. Link Light Rail added three new stations in 2021 and will be expanding east, north, and south in 2022. Metro also operates two streetcar lines for the City of Seattle, which is evaluating expansion. These rail services complement Metro's robust fixed-route bus system and other mobility services, and the agencies are working together to build an integrated system that lets people travel farther, faster, and more easily. The Rail Division is critically important to attaining that vision by operating high-quality rail service today and by building a strong foundation for future growth. The division emphasizes safety, diversity and inclusion, workforce development, and continuous improvement.

This recruitment will be used to fill one Special Duty Assignment vacancy for 6 months (with possibility of extension).

Job Duties

Applying equity and social justice principles is a daily responsibility and foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of this work. As an SDA Business and Finance Officer III, you will:

  • Work in partnership with Rail Division staff to oversee the financial management of the Division

  • Monitor and manage transaction level financials for the Link Light Rail (Accounting entries, Personnel Coding, etc.)

  • Oversee divisional or section financial data, including maintenance of data integrity and knowledge of data structure across financial tools

  • Manage financial reporting to division or section leadership, Metro Finance and Administration Division, and regional partners, including presenting data at divisional or section business meetings on a regular basis

  • Provide regular insight, analysis, and recommendations on finances and business processes to support division or section leadership in decision-making and maintaining the financial health of the organization

  • Provide project management support for budget development

  • Develop and prepare annual or biennial budgets, analyze and monitor actual expenses, and develop updated spending projections

  • Work with Rail Division Section staff and Human Resources representatives to manage personnel counts and hiring

  • Provide additional support to Division or Section leadership as needed

  • Other duties as assigned

Experience, Qualifications, Knowledge, Skills

Minimum Qualifications:

A Bachelor's degree in Finance, Accounting or Public Administration, and three (3) or more years of experience or training as a BFO II or BFO III, or the equivalent combination of experience and education.

Additional qualifications include:

  • General understanding of project and financial accounting concepts and principles, including generally accepted accounting principles and indirect cost accounting

  • Ability to work independently with strong organizational and time management skills in the face of conflicting, and rapidly changing priorities

  • Ability to listen to and problem solve with colleagues to provide best fit solutions

  • Strong interpersonal and communication skills to work productively with core workgroups, management, central budget staff, and outside agencies

  • Ability to distill complex financial information into meaningful business analysis for a variety of audiences

  • Knowledge of and skill in the use of enterprise financial information systems, and the ability to design business processes that work effectively in tandem with financial information systems

  • Knowledge of and experience with enterprise finance systems, analytical and reporting tools - such as Oracle EBS, OBIEE (BI Insights), or PeopleSoft

  • Intermediate level Excel skills

  • Ability to develop financial strategy and apply business analysis techniques

Most competitive candidates will have the below desired qualifications (not required):

  • Experience with Oracle EBS PS Smart Spreadsheets and Axway

  • Experience and/or training specific to public sector and/or transit organization financials. Skill in data visualization such as Power BI

  • Demonstrated experience in financial planning

Supplemental Information

Work Schedule

This position is exempt from the provisions of the Fair Labor Standards Act and therefore is not eligible for overtime pay if scheduled. The work schedule is normally a 40-hour-week Monday through Friday. Variations may be required depending on the demands and needs of the work.

Teleworking Requirement

The work associated with this position will be performed predominantly in a hybrid work environment that is predominately remote telework completed with occasional onsite attendance as needed at Operations and Maintenance Facility Central located at 3407 Airport Way South, Seattle, WA 98134. Employees will have access to shared workspaces at various King County and Sound Transit facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a Sound Transit issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. King County has a robust collection of tools and resources to support working remotely.
