Summary

King County Roads Services Division, Roads Maintenance Section has an exciting opportunity for a Business and Finance Officer III to join the Budget and Finance unit. In this role, you will provide critical business support to the section through financial performance reporting development, technical budget and financial analysis, and serving as a system administrator for the section's budgeting and resource management application. Job Duties

  • Serve as a lead administrator/model builder for the section's Maintenance Management System (MMS), provide ongoing system development support to meet and anticipate section's business needs

  • Develop, publish and continually improve budget and performance reporting for the Maintenance section, leveraging data from multiple business applications (Peoplesoft, Oracle, Anaplan, Cityworks, Hyperion, and others)

  • In conjunction with Budget and Finance unit staff, assist in preparation of alternatives and scenario analysis to evaluate budget planning assumptions and inform budget adjustments

  • Perform position management for the Maintenance section, perform reconciliation between work program planning development and budgeted position authority, forecast and estimate impact of vacancies and temporary positions on section budget

  • Support the Budget and Finance team by performing in-depth, technical analysis and research to inform decisions, budget proposals, and adjustments to budget structure

  • Assist with development of annual Maintenance work plans and resource allocation plans

  • Lead special projects to conceptualize, develop and implement strategies, systems/processes, standard work, and/or plans for financial and budgetary functions. Use continuous improvement techniques to accomplish these initiatives

  • Develop process documentation, including business process analysis and flow charts

  • Other duties as assigned to support Maintenance operations and Budget and Finance team, including backup support of ongoing budget team responsibilities, as well as support of emergency and inclement weather response operations for the section

Experience, Qualifications, Knowledge, Skills

  • Advanced knowledge of budget and finance, including demonstrated experience performing financial analysis and developing management reports

  • Experience with relational databases and financial modeling, or with systems administration

  • Possess a focus on service, building and delivering solutions that meet customer expectations and organizational needs

  • Effectively communicate; able to guide and advise on process, strategy and policy.

  • Value listening, seeking diverse perspectives, and engaging others to challenge assumptions

  • Ability to be resourceful and orchestrate multiple activities simultaneously to accomplish goals.

Desired Qualifications

  • Experience with Anaplan enterprise planning software and/or BI platforms such as Tableau or Microsoft Power BI

  • Experience developing business process analyses and/or standard operating procedures

  • Experience working in the roads industry or public sector, and with emergency/inclement weather response operations.

Supplemental Information

Applicants who pass the initial screening will be invited to participate in a 15-minute phone interview the week of June 17, 2024

If selected to move forward after the phone interview, you will be invited for an in person interview the week of June 25, 2024, for a second and final interview.

You may also be asked to provide a report of data that you have created in reference to the position, the day of the final interview.

This recruitment may be used to fill vacancies for up to 6 months, including career service, short-term temporary (STT), term-limited temporary (TLT) and/or special duty assignment (SDA) opportunities for current King County career service employees who have passed their probationary period.

Work Schedule: Schedule will be Monday - Friday. This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime pay.

King County is the local service provider for the roughly quarter-million people who live in the unincorporated areas of the county; taken together, Unincorporated King County would be the second-largest city in the state. The Department of Local Services includes a Director's Office with a Community Service Area group, and the Road Services and Permitting Divisions. Together, this department provides a single executive point of accountability for delivery of local services to all of the unincorporated areas.

The King County Road Services Division designs, builds, operates, and maintains roads and bridges in unincorporated areas of King County in an efficient and environmentally responsible manner to protect the public's investment and facilitate safe travel. The division is committed to ensuring the county's transportation system is safe and efficient for all uses and modes of travel. The Division is responsible for 1,500 miles of road and 185 bridges, 5.7 million feet of drainage ditches, over 44,000 traffic control signs, 78 traffic signals, and 50 traffic cameras in unincorporated King County.

Teleworking Requirement:

Could be granted after effectively learning the position. The work associated with this position will be performed by teleworking, field work, onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations.
