The Business Analyst - Usability Requirements will develop requirements from multiple user perspectives through feedback from diverse stakeholders and iterative discussion cycles to refine business objectives and validate requirements, supporting a cross functional team on a large federal system development life cycle (SDLC) project, working within agile Integrated Product Teams on healthcare business processes, business process re-engineering, requirements development, document development/publishing and management processes.
Collect, Analyze and evaluate user requirements by coordinating with users to define the problem, data availability, report requirements and system design problems.
Define systems objectives and prepare system requirements
Design specifications to meet user requirements and satisfy interface problems.
Analyze alternate means of deriving input data to select the most accurate, feasible and economical methods.
Define input and output file specifications including file organization.
Define control, conversion procedures and system implementation plans including user training and orientation.
Develop user stories and requirement documents as per project standards and guidance.
Follow agile methodology (Scrum/Kanban) and deliver requirements/specifications for Sprint teams.
Provide clear qualitative and quantitative information to teams and stakeholders.
Collaborate with development and testing team to implement user experience requirements as per functional specifications.
Support change control processes established to monitor and control project scope.
Bachelor's Degree in Computer Science, Management Information Systems, a related field or equivalent experience.
2 + years in leading requirements capture, management and analysis activities along all phases of the agile software development life cycle, including conducting user interviews, leading and facilitating JAD/user research sessions, and developing business process models and formal specifications
2+ years of systems analysis experience.
Excellent oral and written communication skills and attention to detail.
Must be able to effectively and professionally communicate to management, peers and customers as well as demonstrate sound judgment/reasoning skills
Expertise with Microsoft Office applications (Word, Excel, Power Point, SharePoint, etc.).
Expertise with Agile tools like Jira, Confluence, Hipchat, Slack, Waffle and Trello
Intermediate to advanced skills with Microsoft Project
Experience with manual testing of software products
Knowledge of flow charts and UML using Visio or similar tools preferred
Experience working with CMS or other Federal Healthcare IT Projects preferred. Other government contract project management experience will be considered.
Knowledge of Healthcare, Medicare & Medicaid systems & data preferred
Ability to obtain a Public Trust clearance.
