Overview / Job Responsibilities:

The purpose of this requirement is to provide the SAF/AQX organization, and other Headquarters Air Force organizations, support in the development and maintenance of strategic plans, which will allow agencies to establish linkage among planning elements such as mission, vision, goals, objectives, strategies, and performance management initiatives. We will provide support in aligning organizational investments in people, technology and capital to the overall strategies while assisting in the development and articulation of the agencies strategic vision with corresponding mission, business, and performance measures.

Business Analyst shall:

  • Provide Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) Initiative Support

  • Assist SAF/AQH plan, implement, and evaluate the implementation of the Acquisition Workforce Personnel Demonstration Project (AcqDemo). This project is designed to show that the Department of Defense Acquisition, Technology, and Logistics workforce can be improved by providing civilian employees with a flexible, responsive personnel system that rewards employee contribution and provides managers with greater authority over personnel actions.

  • Assist with implementing the AcqDemo initiatives for the Air Force Acquisition Community.

  • Support may include, but not be limited to the following topics:

  • Create orientation, familiarization, and training material (briefings, training presentations and aides, web site material, position and talking papers, etc.) and tailor and present the material (orientation, training, etc.) to intended USAF Acquisition Enterprise audiences.

  • Develop briefings for MAJCOM, Air Staff, and other component personnel. Briefings ensure maintenance of support for proactive AcqDemo workforce management practices and policies.

  • Analyze workforce statutes, draft and passed legislation with respect to AcqDemo, and policy and develops recommendations in coordination with Army, Navy, and DoD offices engaged in AcqDemo and acquisition career management policy development and guidance.

Minimum Qualifications:

  • Master's Degree plus 4 years of related experience OR Bachelor's Degree plus 6 years of related experience OR a High School Diploma plus 10 years of related experience;

  • Experience supporting DOD programs;

  • Secret clearance.

Desired Qualifications:

  • Experience supporting SAF/AQ, HQ USAF environment, or DoD.

The ideal candidate will have broad and deep experience in cyber security with demonstrated successes in supporting a large scale IT infrastructure encompassing overseas and domestic facilities. The Cyber Threat Analysis Division (CTAD) provides for specialized technical and intelligence capabilities and consists of three key components: Threat Analysis, Technical Analysis and Special Operations, and Operational Threats and Analysis. The Cyber Threat Analysis Division addresses cyber threats affecting the Department of State's information infrastructure through information sharing, analysis (e.g. trends, modeling, and attribution), customized threat reporting, and support to law enforcement, intelligence, and counterintelligence operations (e.g. threat hunting). Serve as the task manager overseeing personnel and activities supporting the Cyber Threat Analysis Program. Interfaces and coordinates with Government leads with key focus on effective, efficient, and compliant contractor support. Executes proper staffing, providing appropriate, qualified, and sufficient contractor resources to meet specified requirements. Establishes work duties and schedules, and addresses work discrepancies. Supervises and communicates program policies, purposes, and goals to subordinates. Formulates and enforces work standards. Performs quality control; ensures contractor performance meets established performance standards. Monitors, tracks, and reports on the status of contractor activities. Identifies, promotes, and implements process improvements. Qualifications Qualifications: Education: A Bachelor's Degree in Computer Science, Information Systems, Engineering, Telecommunications, or other related scientific or technical discipline is desirable. Six (6) additional years of general experience (as defined below) may be substituted for the degree. General Experience: 10 years of experience in intelligence, computer security, or technical analysis with increasing responsibilities. Specialized Experience: Seven (7) years of experience in network security with a focus on cyber threat analysis and advanced network security analysis. Five (5) years of technical task management and supervisory experience.
