Overview / Job Responsibilities:
The purpose of this requirement is to provide the SAF/AQX organization, and other Headquarters Air Force organizations, support in the development and maintenance of strategic plans, which will allow agencies to establish linkage among planning elements such as mission, vision, goals, objectives, strategies, and performance management initiatives. We will provide support in aligning organizational investments in people, technology and capital to the overall strategies while assisting in the development and articulation of the agencies strategic vision with corresponding mission, business, and performance measures.
The System Analyst shall:
Support Acquisition Process Improvement.
Provide consulting support to align and integrate improvements across all business areas of Air Force Acquisition by employing Continuous Process Improvement (CPI) methodologies and exploiting emerging technology.
Support the improvement of processes, performance measures, metrics, etc. to support Air Force acquisition improvement and integration initiatives.
Support efforts using the "Lean" and "Six-sigma" techniques espoused by the Practical Problem Solving Method (PPSM), and "business process reengineering" and "theory of constraints" techniques to institutionalize continuous process improvement, and describe a new way of thinking about Air Force Acquisition.
Develop plans, processes, procedures, and information systems that foster collaboration and effective information sharing between Air Force acquisition organizations, legislative bodies, programs, and other stakeholders in the acquisition process.
Support the SAF/AQ goals of empowering the acquisition workforce with tools and training, and increasing acquisition speed while maintaining disciplined assessment and reporting.
Provide the Deputy Assistant Secretary (Acquisition Integration) (SAF/AQX) with robust business analysis and organizational development expertise.
Assist the organization in defining the organizational role with respect to Air Force Acquisition improvement and define products and services as it pertains to the Air Force acquisition community. This includes identifying and implementing opportunities for leveraging knowledge management and enabling technologies to enhance organizational effectiveness.
Support the development, analysis, and implementation of improvements in the flow of business, work, and program processes and tool utilization.
Support the selection, acquisition, development and integration of automated workflow system(s), within the scope of this effort, making use of improved business rules.
Maintain and update the Acquisition Process Model (APM). The APM is a Government Owned, Contractor Operated tool which provides a visual integrated acquisition process map based on documented processes for acquisition as described and defined in current laws, policies, and/or guidance. The intended APM audience is the acquisition workforce with particular emphasis on the Program Executive Officers, Program Managers, and their staffs, but is open to both internal and external customers.
Maintain in-depth knowledge (both technical and historical) of Air Force and DoD Acquisition policy as well as the ability to translate that into the virtual process flow via the APM. As new policy is released, the Contractor shall analyze and incorporate it into the APM as needed.
Support working groups with AQXP to discuss planned changes in acquisition process as well as changes or improvements to the tool itself at least quarterly.
Maintain the APM, to ensure that it stays up-to-date with current DoD and Air Force acquisition policy, incorporating new processes, as well as removing those that are superseded.
Conduct training virtually as needed and in-person approximately six times per year or as needed. Training will be classified in two categories; one for personnel new to the APM, and another abbreviated update training which highlights only recent changes to the APM. Training locations include but are not limited to the following: Wright-Patterson Air Force Base (AFB), Los Angeles AFB (for the Space and Missile Systems Center), Kirtland AFB (for the Nuclear Warfare Center), within the National Capital Region (NCR), and other DOD installations across the United States.
Responsible for facilitating Rapid Improvement Events (RIEs) that support process improvements and benefit the acquisition enterprise. RIEs focus on short duration, successive meetings where multiple parties find efficiencies in their combined processes. Facilitation generally entails contacting the initiating party up-front, helping to create value-stream maps, assigning and ensuring stakeholders complete advanced preparation (homework), acting as an intermediary during meetings where all stakeholders are present to uncover potential efficiencies, documenting unbiased findings, and helping to develop an implementation plan to realize the potential efficiencies. RIEs typically involve several stakeholders, who work together and are initiated by one of the parties who believes processes may be streamlined.
Plan for approximately 5 to 15 RIEs annually or as needed, to be conducted at DoD locations within the Continental United States.
Assist with Value Engineering tasks to include reviewing annual Value Engineering awards citations and providing recommendations to SAF/AQXP on their merit.
Conduct Lean Six Sigma Green Belt training for DoD personnel on an as needed basis at locations across the DoD.
Provide subject matter expert analysis and review of new DoD acquisition related publications, and implementing AF policy and strategy documents for deficiencies, inaccuracies, and content. Where necessary, changes to acquisition policy will be incorporated into the APM.
Support the development and implementation of annual plans to document future CPI efforts. Additionally, the contract will support the documentation of completed efforts, in an annual CPI report. The Contractor will maintain other CPI branch documents as needed (continuity book, training materials, etc.).
Master's Degree plus 4 years of related experience OR Bachelor's Degree plus 6 years of related experience OR a High School Diploma plus 4 years of related experience;
Experience supporting DOD programs; preferably Air Force;
Experience with government acquisition, financial management, program management;
