Under general direction, provides program technical assistance to information technology professionals engaged in establishing and enhancing child welfare automated systems (i.e., Statewide Automated Child Welfare Information System [SACWIS]; Business Intelligence Channel [BIC]; Results Oriented Management [ROM]) and other data systems for storing, processing, and retrieving child welfare information (e.g., adoption and placement data; child abuse and neglect tracking; intake and assessment; resource management; program eligibility and financial tracking): provides program technical assistance to Office of Information Services (OIS) personnel and contractors in determining scope and requirements derived from federal system requirements document (e.g., interprets federal and state statutes to ensure compliance in child welfare automated system design); reviews design documents; plans, develops, and recommends performance criteria and test case scenarios (e.g., creates realistic child welfare scripts); conducts system tests to ensure expected outcomes and to test user scenarios; assists with data conversion from current child welfare automated systems; assists in implementation of new systems; develops marketing material for partner agencies; develops webinars, procedure manuals, and user support documentation; monitors adherence of system development to federal and state requirements; remains current in program policy changes; provides help desk customer service to county Public Children Service Agencies (PCSAs), Title IV-E Juvenile Courts, private non-custodial agencies (PNAs), and private child placing agencies (PCPAs); trains PCSAs, PNAs, and PCPAs to ensure program compliance through use of state's child welfare automation systems; monitors counties' knowledge and use of state's child welfare automation systems by identifying user and/or software problems through help desk activities with PCSAs, PNAs, and PCPAs staff; responds to PCSAs, PNAs, and PCPAs inquiries regarding child welfare automated systems user-related issues; provides technical assistance; determines security profiles for agency staff; analyzes data; creates reports and assists with federal reporting requirements; identifies source of problems and prepares corrective action steps.

Serves as a technical assistance expert to SACWIS and other supporting systems by developing and providing technical assistance and instructional e-learning training for the user community (e.g., PCSAs, Title IV-E Juvenile Courts, PNAs, and PCPAs) on new and modified procedures and other systems related topics; develops new and/or revises materials using e-learning software and web development tools (e.g., Captivate; PowerPoint; Adobe Premier Pro) (e.g., user guides; desk aids; instructional manuals; YouTube; training videos and webinars); edits and proofreads technical assistance materials provided by other Business Analysts; coordinates the delivery of training and technical assistance (e.g., notifies attendees; ensures audiovisual resources and other technical assistance resources are available and operational; maintains and updates application on screen help files using selected tools); maintains a knowledge base by ensuring all documents, videos, and webinars are relevant to the current functionality; surveys user community to include participant feedback and learning imparted at the conclusion of the instructional e-learning sessions; maintains electronic inventory of all technical assistance provided to the user community; as requested, provides on-site technical assistance through presentations; attends Joint Application Design (JAD) sessions and assists with systems testing of new and current functionality.

Performs other related duties as assigned (e.g., attends staff meetings, project meetings, conferences, and training; participates on special assignments; compiles periodic activity and project status reports; operates personal computer to produce correspondence, reports, and other documents; maintains logs, records, and files).

For State Automated Child Welfare System (SACWIS) positions, requires 24 mos. recent exp. (i.e., within past 5 years) in delivery of human services that included explaining & applying child protective services laws, policies & procedures mandated by Ohio Department of Job & Family Services & using SACWIS; 6 mos. trg. or 6 mos. exp. in operating personal computer & using Microsoft Office system software, that is Microsoft Word, Excel, Power Point, or like software package.

  • Or for Support Enforcement Tracking System (SETS) positions, requires 24 mos. recent exp. (i.e., within past 5 years) in delivery of human services that included explaining & applying child support laws, policies & procedures & child support IV-D regulations mandated by Ohio Department of Job & Family Services & using SETS computer systems; 6 mos. trg. or 6 mos. exp. in operating personal computer & using office system software, that is Microsoft Word, Excel, Power Point, or like software package.

  • Or for Child Care Information Data System (CCIDS) positions, requires 24 mos. recent exp. (i.e., within past 5 years) in delivery of human services that included explaining & applying child care laws, policies & procedures mandated by Ohio Department of Job & Family Services & using CCIDS computer systems; 6 mos. trg. or 6 mos. exp. in operating personal computer & using office system software, that is Microsoft Word, Excel, Power Point, or like software package.

  • Or for Medicaid Information Technology Systems (MITS) positions, requires 24 mos. recent exp. (i.e., within past 5 years) in delivery of health services that included explaining & applying health services laws, policies & procedures mandated by the Ohio Department of Medicaid & using MITS &/or MMIS; 6 mos. trg. Or 6 mos. exp. in operating personal computer & using Microsoft Office system software, that is Microsoft Word, Excel, Power Point, or like software package.

  • Or for position involving process automation project for another computer system, requires 24 mos. recent exp. (i.e., within past 5 years) in delivery of human services that included explaining & applying laws, policies & procedures mandated by Ohio Department of Job & Family Services that are pertinent to business work flows for which computer system is being designed & using human services legacy system such as Ohio Benefits, SACWIS, SETS, or CCIDS; 6 mos. trg. or 6 mos. exp. in operating personal computer & using office system software, that is Microsoft Office system software, that is Microsoft Word, Excel, Power Point, or like software package. Note: This option requires the employing agency to develop and have position specific minimum qualifications approved by the Ohio Department of Administrative Services.

  • Or completion of undergraduate core coursework or 2 years exp. in social or behavioral science, pre-medicine, business administration, public administration, human services as defined in series purpose, or comparable field (note: this required education and/or experience shall not be applied to satisfy one of the following), AND In addition, must meet one of the following, whichever is pertinent to process automation project to be assigned: ForOhio Benefits System Positions, requires 24 mos. recent exp. (i.e., within past 5 years) in delivery of human services that included explaining & applying public assistance laws, policies & procedures mandated by Ohio Department of Job & Family Services & using Ohio Benefits; 6 mos. trg. or 6 mos. exp. in operating personal computer & using Microsoft Office system software, that is Microsoft Word, Excel, Power Point, or like software package.
