Work Unit:

Administrative Solutions (AS) provides management and oversight for key administrative and technical services that enables CDHS to achieve its goals. It is responsible for a number of support functions to make our agency as efficient, effective, and impactful as possible. Administrative Solutions comprises Human Resources; Facilities Management; Audit; Business Innovation, Technology and Security; Emergency Management; Legal; and Leadership & Organizational Development, and Business Innovation, Technology, and Security.

Business Innovation, Technology, and Security (BITS) is responsible for managing the Department's information technology (IT) providers, including relations with the Governor's Office of Information Technology (OIT). The division serves as the main point of contact for departmental issues involving technology resources and needs and coordinates activities with CDHS' program staff for IT support, operations, maintenance, modernization and implementation of new IT systems.

Description of Job

This position is required to report to the office at least 2x a week. These arrangements are subject to change based on business need.

About this Position:

The purpose and focus of the business analyst is to document, review, and analyze an organization's business, including its intentions, business services, processes, and information needs, to identify a path to implement changes that lead to an improved operating environment. The business analyst is a conduit for developing technology and process improvement solutions between the business unit, stakeholders, and solution delivery teams. This position serves as a liaison with stakeholders to document a solid understanding of how the business operates, future goals, and the steps required to achieve those goals. This understanding allows the business analyst to assist the organization in evaluating and defining existing and prospective business services, processes, organizational structure development, and other relevant information to identify the best way to effect business change and achieve identified goals.

The Business Analyst employs methodologies to ensure the processes, procedures, training, and tools needed to ensure successful client, co-worker, and vendor interactions. In addition, the business analyst is responsible for understanding the customer's strategic vision, the mission, and the vision of associated stakeholder organizations, including the Office of Information Technology. This position is responsible for blending communication and strategies as a conduit toward understanding the current state, the desired future state, the required organizational culture, policy, business process, and rule, and changes to process(es), policy, and technology needed to achieve those goals.

Key responsibility can include:

  • Business Process Analysis and Documentation

  • Requirements Gathering and Documentation

  • User Acceptance Testing (UAT) Strategy

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Option 1 (Minimum Qualifications)

  • Six (6) years of professional experience as a Business Analyst and/or Project Manager with business analyst responsibilities.

  • Please note: This experience must be clearly documented on your application and the supplemental questions must be answered.

Option 2 (Minimum Qualifications)

  • Bachelor's Degree in related field (e.g. Computer Science, Information Technology, Business Management, etc) AND Two (2) years of professional experience as a Business Analyst and/or Project Manager with business analyst responsibilities.

Substitutions:

  • Additional appropriate education will substitute for the required experience on a year-for-year basis

Preferred Qualifications:

  • 5 years professional work experience as a Business Analyst and/or Project Manager with business analyst responsibilities.

  • Experience with state or local government technology management.

  • Demonstrated experience of the following:

  • Using Agile/Scrum and Waterfall methodologies.

  • Analyzing business processes and making recommendations for optimization and process improvements.

  • Eliciting and documenting business requirements, technical specifications, user stories, and other project documentation.

  • Process mapping, root cause analysis, and process optimization tools.

  • Supporting all aspects of system testing, user acceptance testing, and validation of implemented solutions.

  • Utilizing software tools such as JIRA, Azure DevOps, ServiceHub, Smartsheet, Google Suite (i.e. google docs, sheets, forms, calendar), Cognos reporting.

Excellent interpersonal, communication, time management, and organizational skills

Self-motivation with strong, proven analytical and problem solving skills, attention to detail, and eagerness to continuously learn

Ability to quickly absorb technical concepts and communicate effectively with non-technical and technical audiences, verbally and in writing

Conditions of Employment:

  • A pre-employment background check will be conducted as part of the selection process (to include reference checks).

  • Travel may be required throughout the state to meet with clients, attend meetings and trainings

  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant's prior State employment. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination and failure to provide this information will disqualify the applicant from future State employment with CDHS.
