Key Requirements and Technology Experience:

  • Assists in formulating and defining systems scope and objectives using research and basic understanding of business systems and industry requirements.

  • Learns to conduct business process analyses, needs assessments and cost/benefits analyses for aligning operations solutions with business initiatives.

  • Provides assistance in testing efforts and may provide security administration to application supported by area when the appropriate written and approved request is received.

  • 25% Obtains a detailed understanding of the major operations and functions in effect within the areas being supported.

  • Reviews basic system enhancements/upgrades to determine applicability of customer file modification requirements.

  • Following clearly defined procedures, assists in facilitating timely and accurate updates to reference files based on customer requests.

  • 25% Documents system problems and assists in their resolution.

  • Reviews and completes various daily reports to ensure system is performing as expected.

  • Prepares written reports and analysis, including recommendations pertaining to system functionality and testing progress.

  • 20% Prepares and reviews test data, test plans and test matrices for system changes.

  • Develops test matrices to accurately reflect changes and detail expected outcome.

  • Executes test cases and evaluates test results for errors.

  • Reports problems through appropriate channels and suggests corrections for a successful implementation.

  • 15% Under the guidance of an advanced business analyst or manager, learns to define business requirements, perform tests, and may lead small projects.

  • 10% Learns how to prepare and review data for analysis in order to evaluate the activities, performance and systems within a specific area for standards and workflow simplification.

  • 5% Communicates with management and departmental personnel to document workflow procedures. Assists in preparing verbal and written communication about business changes with management or other staff members.

  • Functions as liaison between the operations testers and information systems to facilitate communications. In addition, assists customer testers with issues that arise during projects.

  • Basic knowledge of business support and systems concepts.

  • Strong teamwork, communication and interpersonal skills.

  • Good analytical and conceptual skills.

  • Good organizational and problem solving abilities.

  • Understands how projects and implementations affect an organization and is able to link it to business processes.

  • Knowledge of procedures for the supported business unit.

  • Computer programming skills.

  • Able to express basic technical/business concepts to management, peers, and the business units.

  • Working knowledge of Client/subsidiary systems.

  • Knowledge of programming languages and/or concepts.

  • Easytrieve, DB2 or related.

Functions as a technical authority on issues requiring the application of new theories and standards to appraisal problems not susceptible to treatment by accepted and established procedures, or no accepted or established appraisal procedures exist. Appraisals have significant tax consequences and may be vigorously contested.</p><p>The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.</p><ul><li><p>Performs unique, often controversial and precedent setting appraisals of businesses and business interests where the appraisal will have significant tax impact, affect large segments of taxpayers, and with potential to effect legislative change. Provides expertise to government attorneys on cases with litigation potential. Serves as expert witness in U.S. Tax Court or U.S. District Court.</p></li><li><p>Performs appraisals and reviews appraisals prepared by recognized experts and authorities in the industry. Conducts conferences with taxpayers, representatives and experts to explain findings which are often vigorously contested. Prepares appraisal reports which represent the Service's position and documents conclusions with accurate facts and arguments for unagreed issues. Develops and utilizes sophisticated financial, analytical, and appraisal techniques appropriate to the particular type of business interest. Applies research, resourcefulness, and judgment in developing facts, valuation techniques, and tax law applicable to each assignment. Determinations often set precedent for future determinations throughout the industry.</p></li><li><p>Makes determinations of the fair market value of very large and complex corporate, partnership, fiduciary, and individual proprietorship business interests, and other types of financial and investment instruments. Makes determinations of the value of tangible and intangible assets acquired or sold in corporate buyouts, mergers, reorganizations, etc. Allocates the purchase price of large and complex business entities to the various assets acquired in accordance with relevant economic and valuation principles and tax law.</p></li><li><p>Makes determinations of reasonable compensation requirements for business executives using sophisticated analysis of industry data, surveys, and judgment. Reviews overall compensations packages including salary, stock options, retirement benefits, and other forms of remuneration. Makes determinations of marketability and minority discounts for property interests such as stock in closely held corporations, unregistered stocks and securities, limited and general partnership interests, and partial interest in business enterprises and real estate.</p></li><li><p>Observes and studies trends in the appraisal field and promulgates the application of emerging theory and methodology to effect changes in Service practice and policy.</p></li></ul><p>Help</p><p>Requirements</p><p>Conditions of Employment</p><ul><li>If you are in a telework eligible position, you may be directed to temporarily telework on a full-time basis due to COVID 19.
