We are seeking to hire two Business Analysts (Operations & Policy Analyst 2) to join our Office of Developmental Disabilities Services (ODDS), Business Supports Unit team.

What you need to qualify

Five years of professional-level evaluative, analytical, and planning work experience.

Education in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or health, human, or social services, or similar degree will substitute for experience based on the following:

  • An associate degree in any of the listed areas substitutes for 18 months of experience.

  • A bachelor's degree in any of the listed areas substitutes for three (3) years of experience.

  • A master's degree in any of the listed areas substitutes for four (4) years of experience.

  • A doctorate degree in any of the listed areas substitutes for five (5) years of experience.

Essential attributes

We are looking for candidates with:

  • Experience performing software testing.

  • Attention to detail.

  • Experience communicating clearly and cross culturally in writing, directly, or virtually at a level that each group can understand such as information technology developers, system end users, vendors, leadership, etc.

  • Experience working independently with little direction in a high-volume workload environment.

  • Experience prioritizing/organizing your workload including handling multiple tasks at one time with varying levels of complexity, seamlessly shifting between priorities, managing changing priorities, and meeting deadlines.

Preferred Attributes

  • Experience working in eXPRS.

Your duties at a glance

The Office of Developmental Disabilities Services (ODDS) provides opportunities to link services for Oregonians who have intellectual and/or developmental disabilities. ODDS is responsible for the development and administration of programs that support children and adults with intellectual or other developmental disabilities to remain in their own home or community. As part of its function, ODDS oversees an array of services including but not limited to residential, in-home, employment, family support, crisis, and case management delivered through a state field structure or agreements with county governments or subcontracted agencies.

This responsibility is carried out by our Business Supports Unit through the provision of such activities as:

  • Providing online access to services for IDD individuals and their providers.

  • Service Delivery Transformation (SDT).

  • Provides Technical Support for the eXPRS system.

  • Change Management.

  • Stakeholder Engagement.

  • System Analysis.

  • Strategic Technology Plan.

The ODDS Business Supports Unit supports automation improvements and system analysis of the eXPRS system, delivering solutions and results to Oregonians and ODDS caseworkers. This unit supports the information technology used by ODDS Programs and staff. The systems are designed to ensure the Program's mission/goals/programs and business practices are supported by information technology and for ensuring providers are paid accurately and timely.

As the Business Analyst you will work with and collaborate with ODDS program staff and agency information technology staff to perform testing all levels of IT system changes.

This includes:

  • Participating in all phases of business and automated systems projects including planning, risk assessment, design, development, test plan development and execution, training, implementation, and documentation to ensure the projects meet business requirements.

  • Performing user acceptance testing (UAT) during testing cycles.

  • Writing test plans and reporting testing progress.

  • Providing Tier 3, high-level technical expertise, and advice.

  • Assisting a wide variety of individuals/organizations such as state employees, agencies, providers, and other business analysts in troubleshooting/resolving operational issues in our technical environments and in developing their own technical expertise.

  • Researching and answering procedural and systems questions from state and federal partner agencies, client advocates, governor's office, field office staff, Community Developmental Disabilities Programs (CDDPs) and Brokerages, and all levels of agency staff.

  • Collecting and analyzing data, identifying, and resolving problems related to business needs and computer operations.

Working conditions

  • Working remotely will be considered in filling this position. Your official workstation will be at our Salem office but the opportunity for remote work at a local office or other remote location will be considered depending on work performance and business need. The ability to report to Salem is required when business or operational needs are dependent on onsite activities.

  • You will work in a high-pressure environment resulting from high volume workload, difficult timelines, and competing priorities.

  • The scope and priority of projects must be monitored, and frequent adjustments are required.

  • Additional hours are required during peak periods.

  • Requires occasional travel with overnight stays.

  • Requires a valid driver's license or other acceptable form of transportation.
