The IT Procurement Projects and Support (PPS) Senior Business Analyst position is responsible for gathering business and technical requirements, development of Statements of Works (SOW) and Requests for Proposal (RFP) or Request for Offer (RFO) narratives, development of project schedules where required, the development of SOW/RFP/RFO attachments, and the gathering and formatting of artifacts for the procurement library. This position works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. The work includes drafting comprehensive and concise documents for complex IT system and services procurements, and compliance with all Quality Assurance Team (QAT), and Contract Advisory Team (CAT), statute rules, policies, and guidance as well as all HHSC Procurement Contracting Services policies, procedures and training. The position reports to and is responsible for providing support to the Procurement Team Project Managers and Directors in the execution of the procurement strategy for major IT procurements for the State of Texas Health and Human Services Commission (HHSC). The position requires the candidate to work closely with the IT Procurement Projects and Support Directors, Project Managers, team members, project sponsors and stakeholders from other divisions within the HHS system. Essential Job Functions:
1.Serves as senior business analyst with primary emphasis on directing and leading the service-request lifecycle (through customer-related service request responses, business requirements coordination across program areas, business requirements solicitation from requestors, and technical specifications and related artifacts review) for major IT procurements. Develops SOW/RFP/RFO or other procurement supporting elements including written content, project schedules, complex Visio diagrams, charts, and timelines. 2.Oversees, assesses and reviews business/user requirements in support of procurement projects for a major IT component or technical services. 3.Builds effective working relationships with program staff and develops specialized understanding of business operations for elicitation of requirements for procurements. Functions as the procurement team's lead liaison between technical and non-technical customers and stakeholders, effectively developing procurement documents that result in the desired technology solution to a business need. Meets with staff, customers and stakeholders to establish current and future priorities with IT components to support the program's business needs and those of the agency. Oversees and leads the identification and documentation of steps to achieve established priorities. Decomposes high-level business and stakeholder requirements into business requirements at an appropriate level of detail and writing documentation according to standard templates. Documents clear, concise, detailed, and thorough technical specifications for simple to complex requests; providing IT input on new technologies and architectural or security requirements. Conducts gap analysis to ensure requirements fully address project scope. 4.Manages the formation of projects and/or workgroups. Leads the development of the requirements management process, performing analysis, design and planning across the needs assessment phase, up through the completion of the procurement lifecycle phase transitioning the contract award of that to an assigned contract manager. Collaborates across the HHS system

  • IT areas, including but not limited to: the Project Management Office, Chief Technology Office, Information Security Office, and HHS IT Applications. Additional collaboration includes Legal, Procurement and Contracting Services (PCS), and Finance. 5.Provides quality assurance-related consultation to users and provides oversight of complex projects, assignments, procurement artifacts or special initiatives.

    Communicates technical business processes verbally and visually utilizing workflow diagrams. Provides feedback to IT and agency leadership by reporting the status of current priorities for new and future projects with emphasis on opportunities for cross-divisional collaboration. Assists in the development of the agency IT strategic plan and the agency information resource plans. 6.Participates on project teams for the procurement of IT solutions through the analysis and documentation of business processes, requirements and specifications.

    Promotes productivity and efficiency by studying current best practices. Work with customers to analyze complex technical processes, business processes, and managerial processes. Identifies inefficiencies, and assists customers to realize business value.

    Develops and conducts training sessions that educate customers, colleagues and stakeholders on business analysis techniques and standards. Creates and maintains presentation materials as requested. Performs procurement coordination tasks as required, including scheduling meetings and coordinating meeting logistics. 7.Develops relationships, including the ability to work with a diverse culture, follow through on commitments, and tactfully communicating sensitive information. As directed by leadership, manages the efforts of other procurement team members through aligning efforts to achieve the project goals and objectives within time constraints. 8.Other duties as assigned.Knowledge Skills Abilities:
  • Knowledge of IT life cycle concepts, business and management principles involved in procurements, and project management principles and practices.Knowledge of IT project planning, development and implementation with the ability to apply that knowledge to the development of requirements and RFP/RFO narrative. Ability to analyze and interpret technical information including State and federal regulations, policies, and automation system documentation/specifications.

    Ability to communicate in writing, translate user/business needs into a technical style, communicate technical instructions to system users, analyze, evaluate, and integrate business rules into system requirements. Expertise in requirements gathering, including facilitation of JAD sessions, and creation of requirements traceability matrices; development of concise, accurate, and measurable requirements. Analysis of requirements, including gap analysis, documentation of "as-is" and development of "to-be" state.Ability to comprehend the new frameworks and embrace new process or procedure changes as required, with an aptitude to learn quickly and demonstrate cooperativeness.Expertise to draft Request for Proposals (RFP) and Request for Offers (RFO) for the development and maintenance of IT solutions or procurement of services to support large IT systems.Capability to participate in a major HHS IT procurement from project initiation through vendor selection, including proposal evaluations and contract negotiations.

    Capacity to identify problems, evaluate alternatives, exercise sound judgment, and implement effective solutions; to develop accurate concise statements of work and supporting procurement documents and artifacts. Strong interpersonal skills including the ability to collaborate among multiple parties, work with people under pressure, resolve conflicts and establish and maintain effective working relationships. Develop professional networks and identify the internal and external dynamics that impact the work of the organization.

    Ability to build and maintain effective relationships with cross -departmental and inter-agency teams, including effective communication skills with technical and non-technical groups. Capability to explain and support the particular approach to drafting procurement documents used for the project.Skill with the Microsoft office suite (Project, Visio, Excel, Word, PowerPoint, Access). Skill in managing multiple and competing priorities.Ability to adapt behavior and work methods in response to new information, changing conditions or unexpected obstacles.Knowledge or project management principles (waterfall / agile). Preferred knowledge, skills, and abilities but not required: Certified Texas Contract Developer (CTCD) certification preferred.Working experience of at least 3 years as a project lead, project coordinator or project scheduler on a complex very large software integration (VLSI) implementation project.Working experience facilitating requirement sessions.Working experience facilitating sessions with external vendors.Knowledge of procurement practices at HHS for large IT projects from project initiation through vendor selection. Understanding of HHS procurement policies, procedures, and templates
Working knowledge of Texas Medicaid Programs or Texas Eligibility programs.Familiarity with TIERS and MMIS systems and processes.Registration or Licensure

Requirements:

Chosen candidate must complete the Certified Texas Contract Developer (CTCD) training certification within one year of hire.Initial Selection Criteria:

  • 5 or more years' experience as a technical writer or business analyst for large scale IT projects spanning multiple years. 5 or more years' experience defining business and technical requirements for complex systems in a waterfall or agile setting.2 or more years' experience preparing or responding to RFPs/RFOs.
