Job Summary

Acts as liaison between IT and Business units at senior level; Possesses knowledge of the business units' objectives, processes, and products; Supports users in building business case, including cost/benefit analysis, risk assessment, and project scope; Oversees business requirement gathering and analysis; Performs impact analysis; Supports development of effort/cost estimates; Supports development of application conceptual design, testing, and implementation activities; Mentors lower level peers

Essential Job Functions

Supports users in building Business Case, including cost / benefit analysis, risk assessment, project scope, and development of a high level plan Drives day-to-day prioritization of work on capabilities, working with business Performs impact analysis of application changes across various components, holding an end-to-end view of the system Defines project scope; Develops functional specifications; Prepares Preliminary Systems Design document Understands customers' objectives, processes, and products in order to make educated recommendations Acts as liaison between Business and IT, as assigned Supports the Application Subject Matter Experts in development of estimates / validation of suppliers' estimates Supports application testing, implementation, and training activities Performs quality review checks on project deliverables Oversees Business Requirement gathering and analysis Supports Application SME in creating the Conceptual Design of system, where appropriate

Education Requirements

High school diploma or equivalent required. Bachelor's degree preferred.

Experience Requirements

Level III: 1 year as a Business Analyst Level I I or 5 years of experience in related areas

Special Skill Requirement

May require occasional traveling Excellent written and oral skills in local language Able to actively take part in meetings and conferences and communicate effectively. Capable of composing reports and technical explanations.

The ideal candidate will have experience with Guidewire Policy Center. As we transition more states over to that platform, this role will play a crucial part in supporting our territory sales leaders to ensure that we minimize the disruption of agency production and experience.

This position will perform a wide variety of confidential and technical administrative duties in support of the Planning Division and to provide assistance to staff and the public. Key Responsibilities What we offer: * Public Works Department continues to "Set the Standard for Excellence in Public Service", our organizational culture is centered around the values of Customer Service, Teamwork, Learning, Communication, and Leadership through Service. * Be a key member of the Planning Division attending Planning Commission meetings assisting the Chief Planning and Development Officer. * Work independently and within a high achieving Planning Division to reach department and city goals. * Opportunity to utilize the City's new plan review software (Energov) to assist the public with new case submittals, resubmittals, accept fees, and general questions pertaining to processes and procedures for development reviews. * Lead and maintain database of approved special use permits, plans, and plats to notify land owners of upcoming expirations and direction for renewals. * Great benefits and amenities offered to city employees. What you offer: * High level of knowledge of Municipalities with an emphasis in Planning. * Proven ability to operate in a fast-paced environment while managing multiple priorities. * Knowledge of best practices in Administrative Support, providing confidentiality, attention-to-detail, meet project deadlines, and confidence to proof documents. * Collaboration with Planning team to prepare agenda and follow up on items for Planning Commission and City Council meetings; updating agenda, post legal notices, process reviews, scheduling applications, ordinances and resolutions. * Create notice of hearings, ordinances, and resolutions, and assist coordination efforts for publishing other items with the City Clerk. * Experience providing exemplar customer experience assisting staff and citizens regarding departmental policies and procedures. Experience & Education Experience: Three years of increasingly responsible Administrative Support experience. Experience in local municipality work preferred. Education: High School diploma or GED. College level course work in business administration or a related field is desirable. Must show proficiency in business writing, have excellent communication and interpersonal skills and a working knowledge of recent versions of Microsoft Word, Excel and Outlook. Supplemental Information * Typical Hours: Monday-Friday, 8:00 am - 5:00 pm. Planning Commission 2nd and 4th Monday of the month at 7:00 pm. * Type and proofread a wide variety of regular, confidential, and/or case-sensitive reports, presentations, manuals, technical reports, memoranda, public announcements, flyers and/or statistical charts. * Drafts letters to applicants with applicable stipulations or conditions of approval following Planning Commission and City Council meetings. * Manage general accounting documentation such as paying invoices and preparing the end of day cash reconciliation. Assist in preparation of the Division's annual budget as required. * Provide excellent customer service by coordinating phone calls and greeting and helping customers, answering any questions with accurate information. Follow up with customers on a timely basis. * Attends to a variety of general office administrative details including ordering supplies and coordinating workshops. * Serve as back up to the Development Services Coordinator for preparation of development review meetings, recording of plats, coordination and assignment of building permit reviews, and necessary follow up to ensure site compliance with approved plans and plats.
