Description of Job

The Innovation Strategy Delivery (ISD) Division employs standard software development life-cycle methodology and tools to facilitate the gathering of business requirements allowing business partners to successfully meet the initiatives set for the Department of Revenue (DOR) using the technology resources available.

What we do:

The ISD-Division of Motor Vehicle (DMV) Delivery unit is responsible for supporting one of the largest applications within the Department of Revenue (DOR), called DRIVES. Business Analysts within our Development team are responsible for gathering and documenting business requirements, based on the needs from Colorado legislation and our DMV business stakeholder. Through collaboration with the business and development stakeholders, these requirements are then translated into development tasks by our analysts. Our team efforts are fundamental in continuous maintenance and enhancement of the DRIVES application, to meet the needs of our DMV stakeholders and the citizens of the state of Colorado.

What do we need?

Our office is seeking a self-starter, team player with a skill set that allows for gathering software development requirements, managing stakeholder expectations, and translating business processes and rules into development specifications that are scheduled within prioritized timelines. The ideal candidate will also possess the ability to consistently establish, build and maintain relationships in a team driven environment and with our partnered stakeholders. The person in this role will be able to communicate effectively, be capable of independently organizing and facilitating meetings and documenting information pertaining to assigned projects and work items.

What would a typical day look like for someone in this role?

The Business Analyst in this role will attend Scrum Events, be responsible for tracking and managing their assigned business area's sprint commitment(s) throughout the development life cycle and also assist with User Acceptance Testing. Each Analyst attends, schedules, and facilitates meetings with various contacts in an effort to refine the development requests of our business stakeholder. In this hybrid environment, the analyst will be expected to be on camera during virtual meetings.

Significant duties and responsibilities of the position include, but are not limited to:

  • performing detailed requirements analysis, documenting processes, and managing user acceptance testing;
  • creating documentation and manuals for multiple solutions;
  • assisting with implementing and supporting business solutions across numerous workgroups to provide solutions that help achieve the business's goals;
  • reviewing and diagnosing system problems to identify solutions and/or make referrals;
  • planning, designing, and analyzing user requirements for development and support;
  • high level multitasking, within the chat and email sector;
  • facilitating meetings and documenting actions, risks, decisions, and meeting minutes;
  • and providing essential system requirement identification and documentation analysis.

This position will have rare but occasional in office meetings at our Lakewood office.

MINIMUM QUALIFICATIONS:

Must meet one of the following or any combination of experience/education to meet the minimum (MQ) qualifications:

OPTION 1:

6 years of experience in analyzing business operations, analyzing functionality of systems for business solutions, gathering user requirements, delivering systems/software training, writing or mapping processes and/or user acceptance testing.

OPTION 2:

Associate's degree from an accredited institution in Business Analysis, Business Administration, Management Information Systems, Computer Science, Finance, Accounting or a related field of study as determined by the department.

AND

4 years of professional experience in analyzing business operations, analyzing functionality of systems for business solutions, gathering user requirements, delivering systems/software training, writing or mapping processes and/or user acceptance testing.

OPTION 3:

Bachelor's degree from an accredited institution in Business Analysis, Business Administration, Management Information Systems, Computer Science, Finance, Accounting or a related field of study as determined by the department.

AND

2 years of professional experience in analyzing business operations, analyzing functionality of systems for business solutions, gathering user requirements, delivering systems/software training, writing or mapping processes and/or user acceptance testing.

Substitutions: A combination of related education and/or relevant experience in an occupation related to the work assigned equal to six (6) years (as detailed in the above Options).

Preferred Qualifications:

  • Current or prior County or State experience supporting a Department of Motor Vehicles

  • State or County experience working with DRIVES.

  • Additional years of business analyst experience capturing, refining, and verifying software development requirements

  • Experience working with an agile/scrum software development team

  • Experience facilitating User Acceptance Testing

  • Demonstrated written communication

  • Experience with writing processes

  • Experience with facilitating meetings with stakeholders

  • Experience using Google Suite

Conditions of Employment with the CDOR:

Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.
