Job Description:

ECS is seeking a talented, diligent, and energetic Business Analyst to support the Department of Homeland Security's (DHS) Continuous Diagnostics and Mitigation (CDM) Dashboard Ecosystem Program. The CDM Dashboard Program provides cybersecurity tools, integration services, and dashboards to participating agencies to support them in improving their respective security posture. CDM is a large, DHS-managed program which is comprised of several large contracts and various services. ECS is delivering the next generation CDM Dashboard. The CDM Dashboard increases visibility and insight in federal Agencies' cybersecurity posture by aggregating, displaying, and reporting data collected from tools and sensors deployed on agencies' networks which then report to a DHS-managed Federal Dashboard. The CDM Dashboard is comprised of multiple Commercial Off the Shelf (COTS) and open-source products, software configuration packages and custom code which work together to operate as a single dashboard solution, tailored to meet DHS requirements. Core technologies include Elasticsearch and Kibana.

This position will work as part of an agile development team for the Logging Made Easy (LME) project under the CDM Dashboard program facilitating feature decomposition, documentation, validation and iterative customer feedback as a member of a scrum team. This position will act as a liaison between the customer/stakeholders and the scrum team. Successful candidates will have experience and work independently in requirements elicitation, documentation, tracking, and management to include maintaining traceability to the solution and tests in an agile environment. The candidate should have experience organizing agile backlogs to include developing 'definitions of done' and acceptance criteria. Additional duties include technical documentation, recording customer feedback / meeting minutes and requirements refinement and decomposition. You will lead product planning, execution, and delivery throughout the Product Lifecycle to ensure fulfillment of the product vision and a maximize the customer experience. In this role, you will be responsible for ensuring the effective delivery of feasible, desirable, and viable product features and supporting services, leading to a marked improvement in user adoption and satisfaction. The Product Manager will serve as an advocate and an evangelist for the LME Product and related services.

Required Skills:

Successful candidates must be able to demonstrate the listed level of competency for these skills:

  • Expert level expertise in requirements management including elicitation, documentation, and traceability to solution implementation, design artifacts, documentation, and tests.

  • Expert level communication skills with both technical and non-technical personnel, both oral and written.

  • Intermediate level expertise organizing an agile backlog using one or more Application Lifecycle Management (ALM) tools, preferably Jira.

  • Intermediate level expertise using team collaboration tools (e.g. Confluence, SharePoint etc.)

  • Intermediate level expertise in leading and facilitating requirements working sessions and clearly documenting the outcomes (e.g. requirements, action items, decisions made, etc.)

  • Intermediate level expertise using Microsoft Office Suite applications (e.g. Word, Excel, PowerPoint, Visio)

  • Demonstrable ability to act as the 'voice of the customer' ensuring concepts and requirements are understood by the team.

  • Novice level expertise of the cybersecurity domain to include: governance and risk management, compliance, business continuity and disaster recovery, encryption, software development security, access control, network security / secure architecture, and security operations.

  • US citizenship and ability to acquire DHS Suitability.

Desired Skills:

  • B.S. with 5 - 7 yrs of experience, or a Masters and 3 to 5 yrs of experience.

  • Defining and Engaging with stakeholders to validate, evolve, and maintain the Product Vision, Strategy, and Roadmap.

  • Holding internal and external stakeholders accountable to the Product Vision and ensuring the roadmap and the product backlog are aligned to achieve the vision.

  • Working with a team of HCD, UI/UX, and other Business Analyst professionals to conduct interviews and refine product requirements to ensure that LME is aligned to user needs.

  • Working with cross-functional teams to understand feasibility.

  • Guiding User Experience and Customer Experience efforts to ensure an effective end-to-end experience with LME.

  • Investigating, Analyzing and Communicating market and industry trends in cyber security tools, technologies, and processes as well as emerging threats to inform product direction.

  • Guiding the Product Marketing efforts, leading to an overall increase in Dashboard usage, user satisfaction, and user promotion as measured by NPS.

  • Defining and Communicating KPIs for the LME ecosystem, leading to a deep understanding of the performance of the program and associated products.

  • Conduct internal and external product demonstrations and briefings.

  • Candidates will benefit from having these skills, experience and understanding:

  • SAFe Certification / CSM, CSPO or equivalent.

  • Experience using Confluence to manage documentation.

  • Experience supporting Federal programs, particularly within DHS.

  • Advanced knowledge in one or many cybersecurity domain areas.

  • Team leadership experience, esp Agile Product Owner or Requirements Manager.

  • Familiarity with code repositories, particularly Git/GitHub.

  • Basic knowledge of cyber frameworks/tools/technologies.
