Overview

Capstone Corporation is currently seeking an Information Specialist I, in support of the Navy Installations Command, to provide managed IT support services to assist in developing and/or analyzing policies, programmatic, tools, operations, and the culture of the Navy's NMCI/NGEN/ONE Net program as directed by the Program Manager Navy Enterprise Network office. The position is in Washington DC.

Responsibilities

  • Evaluates and analyzes cost of Regional information technology (IT) requirements within Commander Navy Installation Command's (CNIC's) Navy - Marine Corps Internet (NMCI) IT Inventory budget (approximately $15M) in the execution of Task Order process.

  • Supports the NMCI/Next Generation Enterprise Network (NGEN) contract policy to government and contractor personnel.

  • Provides technical guidance, analysis, processing and scheduling of Task Orders to Customer Technical Representatives (CTRs) and Assistant CTRs in the determination and acquisition of the appropriate services/assets, scheduling dates and submission deadlines in compliance with CNIC standards.

  • Analyzes, updates, and maintains budgetary spreadsheets of CNICs NMCI fiscal inventory requirements and acquisitions.

  • Coordinates and facilitates liaison between CNIC Regional Chief Information Officer (CIO) in EURAFSWA, Far East, Marianas, Korea, Singapore and the outside the continental US (OCONUS) Navy Enterprise (ONE) Net program office staff (FLTCYBERCOM/C10F) and the program resource sponsor (OPNAV N2/N6) and the network engineering arm for the program (PEO EIS), in order to track programmatic changes, operations and user policies.

  • Monitors new system enhancements providing feedback to the ONE Net Program Office.

  • Attends OMN/customer focus meetings in support of OCONUS regions to bring forth enterprise issues/concerns.

  • Tracks One NET PC refresh schedules, support issues, and budgeting requirements for the CIO's in Europe and Far East, reporting to CNIC HQ N65 leadership.

  • Acts as CNIC HQ N65 representative on selected issues requiring CNIC HQ N65 attention in CONUS and OCONUS regions, reporting to CNIC HQ N65 leadership.

  • Eliminates reliance of legacy networks and peripheral devices for both ONE Net and NMCI

  • Assists CNIC HQ personnel with One NET documentation requirements and transition tasks. Manage ONE Net refresh technology process by working with Regional CTRs, NAVIFOR, and region Theatre Network Operations Support Center (TNOSC) POCs.

  • Works with PM Navy Enterprise Network (NEN) and ONE Net PM to ensure requirements are met and emergent problems resolved to CNIC satisfaction.

Basic Qualifications

Minimum education and years of experience:

  • Associates degree in Information Technology or a related field or equivalent work experience with demonstrated knowledge of IT principles, concepts, and methodology, e.g., data storage, software applications, knowledge management, portal management, etc.

  • Experienced in relevant area(s) of IT Program Development, Project Management, IT Systems Management, and Application Management.

Minimum qualifications:

  • Minimum of three years' experience working in a document center, or information center or in a setting in which the primary responsibility is in collecting, analyzing, and interpreting information to determine solutions to library, records management, or other information-related needs.

  • Knowledgeable and conversant on ONE Net business rules and associated processes, Navy Policy, guidance, and instructions.

  • Knowledgeable and conversant on the ONE Net requirements process, CMPRO tool set, NGEN integration activities, and associated processes, Navy policy, guidance, and instructions.

Minimum Security Clearance:

  • Final DoD Secret clearance.
