This Worker will act as a Business Analyst for the EVV Program on initiatives such as:
Leading EVV system enhancement projects as an Agile Product Owner including working with agile/scrum teams of contracted software vendors to implement system changes.
Performing analysis of systems and business processes to ensure alignment with business operations.
Overseeing and coordinating development of business requirements, test cases, user stories, and product backlog items.
Communicates project status, risks, issues, develops risk mitigation strategies, and reports information to management.
Other projects as assigned.
The Worker will have considerable latitude to use their experience and judgment to ensure successful completion of their assigned tasks. The Worker will be able to multi-task, analyze priorities, communicate clearly, and set expectations for assignments.
The Worker will be responsible for communicating with multiple internal/external stakeholders including contractors, technical and program staff. The analyst will participate in meetings, track EVV deliverables and schedules, and alert management of any issues that may impact providers.
The services to be provided include, but are not limited to, the following:
A. Work with HHSC program staff and team to analyze and document business processes and requirements.
B. Understand business and technical objectives of the project.
C. Coordinate with project leads, contractor representatives, HHSC program staff and other subject-matter experts as required to ensure necessary tasks, deliverables and timelines are completed.
D. Organize project work sessions often including multiple departments.
E. Analyze systems, data, and documentation to determine if desired operational and technical requirements have been met.
F. Perform and evaluate use case scenarios to ensure business objects have been met.
G. Document business requirements through analysis of operational processes and solicitation of business needs from subject matter experts.
H. Provide knowledgeable project coordination and analysis to EVV projects.
I. Provide strategic technical vision for systems and system enhancements.
J. Document and present project updates, recommendations, and key decisions to management.
K. Document risks and develop mitigation plans.
L. Identify, track, and ensure resolution of risks and issues.
M. Document action items and project decisions.

Years Required/Preferred Experience
8 Required Experience in the IT industry.
8 Required Ability to interact with a diverse level of staff to exchange and/or extract information.
8 Required Software testing experience using analysis, skills, and interacting with business end-users and technical staff.
8 Required Experience with business analysis related to documenting and validating business requirements and business processes
8 Required Experience in formulating use case scenarios, creating test plans, and performing application testing.
8 Required Experience developing and executing detailed test cases within a complex software environment.
8 Required Experience in performing business analysis and writing technical documentation.
8 Required Experience in developing, maintaining, and upgrading automated test scripts.
8 Required Experience using quality management software such as Quality Center.
8 Required Experience with MS Office products (e.g., Teams, Word, Excel, etc.).
8 Required Experience working in a team environment.
8 Required Experience in effective general written/oral communication, including documenting requirements, deliverables, test scenarios and project status.
8 Required Experience utilizing the Agile methodology or similar methodologies for software development.
8 Required Experience as an Agile Product Owner or lead business analyst.
5 Preferred Experience with Medicaid "electronic visit verification" or timekeeping systems.
5 Preferred Experience with Medicaid Long-term Care programs, managed care organizations, or Medicaid Management Information Systems (MMIS).
5 Preferred Knowledge of Texas Health and Human Services programs.
5 Preferred Working knowledge of Texas Medicaid claims and portal processing.
5 Preferred Knowledge of IT environments in Texas State Government Services.
3 Preferred Experience as an Agile Product Owner.
