Job Description

We're looking for a Business Analyst to support policy compliance, reporting, and operational functions of the Counterintelligence (CI) Program utilizing analysis, research, and technical solutions. You will also participate in program, institutional, and occasionally complex-wide working groups to define, develop, implement, and enhance policy-driven processes, procedures, and applications.

Pay Range

$89,664 - $111,324 Annually at the E01.2 level

$107,544 - $133,524 Annually at the E01.3 level

You will

  • Gather disparate information from multiple sources across multiple networks and conduct analysis of processes and workflow; make recommendations, formulate, and define scope and objective to enhance business functions and identify constraints.

  • Conduct significant research to understand, analyze, evaluate, and develop recommendations to ensure CI's requirements and deliverables across three different Laboratories are being met.

  • Develop and manage compliance tracking tools which effectively and efficiently provide access to reliable information and metrics for internal business needs and response to high-level Lab leadership, DOE Office of Intelligence and Counterintelligence, and occasional congressional data calls.

  • Participate in and provide substantial input to working groups commissioned to explore the efficiency of existing and development of new processes at the institutional and complex-wide levels; work within such teams, as the Lawrence Livermore Field Office Counterintelligence Program (LLFO CI) representative, to identify and resolve issues with related existing tools and applications.

  • Develop metrics, contribute to and/or produce content, and assist in the preparation of visual and verbal presentations related to processes, efficiencies, program activity metrics, and compliance assurance.

  • Contribute to and support the development and implementation of specialized reporting requests for management decision making.

  • Perform other duties as assigned.

In addition, at the E01.3 level

  • Analyze data and requirements related to CI compliance with government and institutional policy; research and provide recommendations for process improvements, including the implementation, introduction, use, and revision of available and/or novel technology solutions while ensuring compliance with specific and unique CI and DOE policies, procedures, regulations, and laws.

  • Own and manage technology solutions CI uses to control workflow and compliance tracking; communicate with application developers and experts to establish, adjust, and troubleshoot these technology solutions; provide technical training to CI staff on the use of these tools in the conduct of their duties and as it relates specifically to each role and responsibility.

  • Develop and implement strategies for addressing process or operational gaps, monitor the progress and the impact.

  • Contribute to the schedule, cost, and may lead the implementation of business strategies and deliverables. Communicate clear expectations on project and process activities.

  • Serve as the primary author, editor, and custodian of programmatic process documentation (e.g. SOPs, desk books, etc.). Provide training to new and existing staff regarding processes affecting their work.

  • Plan efforts requiring collaboration with multiple disciplines. May be designated as a lead for multi-disciplinary projects. Communicate effectively with team members and utilize negotiation skills to influence outcomes.

Qualifications

  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at time of hire.

  • Bachelor's Degree in a related field or equivalent combination of extensive experience and education in a related business, operational and/or organizational area.

  • Ability to obtain and maintain Sensitive Compartmented Information (SCI) access. Please note that any current active Q or Top-Secret clearance with DOE or another agency does not guarantee DOE SCI access approval; if you are denied access, you may be subject to reinvestigation of your existing Q or Top-Secret clearance.

  • Ability to gather information from various sources and use business tools and techniques to analyze, evaluate, and interpret data.

  • Experience working independently with general direction and demonstrated ability to plan own work, coordinate and/or collaborate with peers, and to execute assignments, meeting time-sensitive deadlines and working on multiple tasks simultaneously.

  • Experience performing work exercising a high degree of discretion, mature judgment, and tact in handling issues of a sensitive nature.

  • Strong verbal and written communication and interpersonal skills to establish and maintain highly productive and positive working relationships with internal and external stakeholders.

  • General operational knowledge of federal or government oversight industry practices and practical applications.

Additional qualifications, at the E01.3 level

  • Proven experience with organizational, problem-solving, and decision-making skills necessary to advise, recommend actions, and implement solutions for complex issues of significant consequence.

  • Experience coordinating related operational work activities and developing multifaceted internal processes in functional or adjacent area.

  • Extensive knowledge of business analysis tools and technical solutions, and experience developing business process documentation and training materials.

  • Significant experience applying strong analytical and research skills to develop or enhance programmatic practices, standards, and processes.

  • Ability to manipulate data, anticipate outcomes, identify problems and/or trends, and expertly articulate potential impacts.

Qualifications We Desire

  • Understanding of principles of policies and procedures, government regulations, and DOE Orders.
