Each Business Analyst works closely with Division program personnel and system owners to identify user business needs that must be accommodated in the Medicaid Management Information System (MMIS) modular system design. This position needs to work with Division program personnel to solicit accurate and complete business and functional requirements and identify opportunities to improve and automate business processes.
Major Duties or Responsibilities:
Medicaid Program and Computer Business System Analysis
Analyzes system needs and communicates design components
Reviews and analyzes characteristics of existing MMIS and related systems to determine functional limitations and identify needed upgrades and improvements. Meets with system owners and end users to define business, financial, and operational requirements and goals for new system. Interviews or surveys users, observes job function and/or performs the job in order to determine what information is processed and how it is processed.
Performs requirements analysis with a focus on adding value to the business by providing detailed project objectives, identifying specific business needs, and considering trade off analysis, requirements, feasibility, risk analysis, and cost benefit analysis.
Determines the essential activities and needs of the system by identifying patterns, gaps and inconsistencies while defining the characteristics of acceptable solutions.
Identifies, supports, and promotes design of innovative system solutions that meet the business requirements and provide a benefit to the Medicaid program.
Coordinates and participates in design sessions for prototyping the new system. Supports the drawing together and integration of design components to produce the overall system.
Researches Medicaid rules and regulations to support effective system design and coordination of complex business processes between divisions.
Consults with project managers, management, users, and other stakeholders to ensure agreement on system capabilities and functions.
Assesses contractor work product
Reviews and validates system components proposed or produced by the contractor, in collaboration with division stakeholders and vendors, to identify areas where improvements could be made to ensure needs of the division participating in the Medicaid program will be met. Identifies gaps between the requirement and the proposed solution and promotes and supports development of a more comprehensive solution.
Uses analytical skills and techniques to ensure the new system will improve efficiency and satisfy future business needs and improve work flow.
Testing and Implementation Support
Coordinates and performs in-depth tests on the developed system components. Designs and documents user acceptance test plans and scenarios and conducts reviews with end-users to insure system functionality meets requirements. Provides feedback on test results to project managers and vendors.
Provides input to the contractor in the design of end user training.
Provides post-implementation support to staff and users and assist in solving computer related problems.
Research, Writing, and Planning
Researches federal and state Medicaid regulations to ensure system operations are in compliance.
Independently produces project planning, reporting, and regulatory documents, as required.
Writes Advance Planning Documents to satisfy federal participation requirements for system development and implementation.
Other Duties as assigned
Physical and Environmental Demands: A majority of the work is done in an office environment. This position requires occasional meetings in other locations in the Helena area to meet with program staff.
Knowledge, Skills and Abilities (Behaviors):
Required for the first day of work:
Knowledge of Medicaid business processes.
Thorough knowledge of healthcare claims management, reimbursement methodology, and service delivery.
Knowledge of principles and practices of information systems analysis, design, development, implementation, maintenance and security related functions; administrative procedures of state government; state and federal laws pertaining to information systems development and procurement of contracted services; and the organizational structure of DPHHS.
Strong conceptual, analytical and problem solving ability.
Ability to evaluate program requirements relative to the proposed solution; conduct research; exercise sound judgement in solving programs and making decisions where few precedents exist.

Required Minimum Education and Experience:
Bachelor's degree in Healthcare Management, Business Administration, Information Technology, Computer Science or related field is preferred.*
Three or more years of job-related work experience.
Knowledge of Project Management Body of Knowledge (PMBOK) is preferred.
Experience with MS Project and/or other project management tools is preferred.
(Four years of relevant work experience may substitute for the bachelor's degree. Other equivalent combinations of education and experience will be considered on a case-by-case basis.)
