Business Analyst 3 Applications/Software Development

The Business Analyst (BA) position at the Texas Education Agency works on projects that support the mission of the agency of improving outcomes for Texas students. This position performs advanced, senior-level business analysis work. The business analyst serves as the conduit between the program/customer community and the software development team through which requirements flow.

The Business Analyst reviews, analyzes, and evaluates business systems and user needs. They formulate systems to parallel overall business strategies.

The Business Analyst is experienced with business process re-engineering and identifying new applications of technology to business problems to make business more effective. They are familiar with industry-standard business process mapping and re-engineering. They prepare solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. They writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.

This Business Analyst may be involved at some level throughout the entire software development life cycle. Upon establishment of the requirements baseline, the focus is shifted towards the management of the requirements specifications and verifying the fulfillment of all requirements, including requirements for enhancements post-implementation.II. Years Required/Preferred Experience

8 Required Deriving requirements from interviews with customers and creating system requirements documents

8 Required System Analysis and Design (including mockups and/or wireframes)

8 Required Software Development Life Cycle (SDLC)

8 Required Business Process Reengineering

6 Required Development of user stories and use cases

5 Preferred Strong communication, writing, organization, and facilitation skills

5 Preferred Expertise in Business Process Improvement

2 Preferred Experience with Modern Requirements

2 Preferred Experience with Atlassian Jira

1 Preferred Prior experience or familiarity with TEA applications and programs

1 Preferred Prior employment at a Texas public school district
