I. DESCRIPTION OF SERVICESTexas Health and Human Services Commission requires the services of 1 Business Analyst 2, hereafter referred to as Candidate(s), who meets the general qualifications of Business Analyst 2, Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission.
All work products resulting from the project shall be considered "works made for hire " and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
HHSC IT Operations is seeking one skilled Business Analyst who meets the qualifications identified below for a project to assist the Enterprise Identity and Access Management team in successfully completing the tasks necessary to deploy the infrastructure and create the operational framework to support the deployment of access management-related initiatives.
The desired candidate should have demonstrable experience and is knowledgeable in gathering and documenting business and functional requirements from disparate user groups including technical and non-technical staff. The Business Analyst must be able to operate with minimal direction to support the entire project management and technical team and may be required to: prepare project management artifacts; create, support and make presentations; organize and document meetings and stakeholder interviews; review documentation for completeness; and participate in testing and training activities.
Experience with creating operational procedures for IT and non-IT staff is required.II. CANDIDATE SKILLS AND QUALIFICATIONSMinimum Requirements:

Years Required/Preferred Experience
6 Required Documentation of business and functional requirements across multiple projects.
6 Required Demonstrable experience using Microsoft products including Word, Excel, PowerPoint, Outlook and Visio.
4 Required Functional testing including reviewing test plans, compiling results and supporting test users.
4 Required Preparing project management artifacts within a defined project management framework.
4 Required Organizing, leading and documenting meetings with stakeholders at multiple levels.
4 Required Business process definition, documentation and reengineering.
2 Required Experience in creating operational procedures to promote applications from development to production for technical and non-technical staff
2 Required Experience with Identity Management implementations
2 Required Knowledge of Health and Human Services programs
2 Required Training related activities including preparation and delivery of materials for both in person and online delivery.
