Under the supervision of the Director of Transit Operations and the Manager, Bus Operations Training, the Bus Operator Training Instructor is responsible for training all MTS fixed-route Bus Operators, analyzing and evaluating current training programs, as well as developing and implementing improved training programs. The Bus Operator Training Instructor also completes administrative tasks related to the training program, such as schedule coordination, material creation and data collection. Essential duties include, but are not limited to, the following:

Essential Functions

  • Promotes safety as the top priority and fosters system performance that meets or exceeds key performance indicators (KPIs) in areas such as safety, customer service, reliability and on-time performance.

  • Facilitates Bus Operator and Maintenance Servicer trainings for new and current employees. Provides effective and professional guidance in a classroom environment, as well hands-on training driving and/or servicing a bus in the field.

  • Determines whether bus operator trainees have mastered the skills and proficiency levels required for graduation from the training program.

  • Ensures that MTS Bus Operator training programs comply with external mandates and regulations, as well as internal procedures.

  • Creates PowerPoints, memory aids, posters, flyers and other effective learning materials, to support the training curriculum.

  • Evaluates all training programs to measure efficiency and effectiveness using measurable benchmarks. Recommends and implements improvements as needed.

  • Processes training documentation accurately and in a timely fashion.

  • Coordinates the scheduling of the training program and ensure timelines are met.

  • Corrects and/or reports unsafe conditions or actions to Manager, Bus Operations Training.

  • Assists in the development of new training programs for current staff members.

  • Counsels operators during training and issues counseling letters as necessary.

  • Collaborates with other MTS departments.

QUALIFICATIONS:

Knowledge, Skills and Abilities

Knowledge of or ability to learn MTS policies and regulations; ability to read, understand and apply MTS policies, regulations and union labor contracts; ability to write letters, memoranda and reports using clear, concise and grammatically correct English; ability to speak clearly, distinctly and effectively in person-to-person or small group situations using tact and diplomacy; ability to coordinate and initiate actions necessary to implement decisions and delegate responsibilities to appropriate personnel; ability to establish and maintain priorities in order to complete assignments by deadlines without detailed instructions; skill in verifying the accuracy and completeness of forms and reports; knowledge of Microsoft Word and Excel and the ability to learn and use other software that MTS might have or acquire; ability to influence and motivate students to achieve their training objectives, knowledge of effective instructional design techniques and ability to effectively apply said techniques; ability to speak to large groups with confidence and clarity; ability to teach students how to properly operate 40- and 60-foot buses.

Physical Requirements

The successful candidate must be able to fulfill the physical demands of the job such as walking, stooping, sitting, bending, reaching for overhead files and occasional lifting (must be able to lift up to 15 pounds). Must be able to push an occupied wheelchair up a bus ramp, operate a motor vehicle and perform tasks involving manual dexterity, such as use of a computer and 10-key. Work will at times require more than 8 hours per day or an irregular work week to perform the essential duties of the position. Duties will be performed primarily in an office type environment and in the field on a bus. Travel to external agencies may be required.

Experience/Education/Certificates/License(s)

Possess a high school diploma or GED. Must have Transit Safety Institute (TSI) and/or Smith System Instructor certifications in good standing, as well as at least one year of transit bus driving experience. Previous Bus Operator training experience is preferred, but not required. Must possess and maintain, or have the ability to obtain within six months of hire, a valid California Commercial Driver's License, Class B with Air Brake and Passenger Endorsement.

GENERAL:

Must satisfactorily pass all applicable examinations including, but not limited to, a pre-employment physical, drug screen and background check.
