Responsible for overall administrative management for the Public Health Service Centers/Administration/Executive Office programs and other BPHC initiatives as assigned. Programs in these areas include Communications, the Consortium for Professional Development, General Counsel, Intergovernmental Relations, Office of Public Health Preparedness, Office of Health Equity, Research and Evaluation, Administration and Finance departments (Budget, Grants (pre and post), Finance, Labor, HR, Operations, Public Safety, ITS, help support Property), and the Executive Office. Funding is received from multiple sources, including federal, state, city and private funders though the vast majority is from the City of Boston.
Responsible for budgetary and administrative duties for BPHC's Executive Office programs, the central administrative departments, and the Property and Public Safety Departments.
Responsible for the delivery of annual program budgets, which includes both external grants and city appropriation funds, plus bi-annual budget reforecasts.
Meets regularly with BPHC's Executive Director and Director of Administration and Finance to discuss budgets and contracting issues.
Monitors revenue and expenditures and reports to program staff regarding budget status on both internal and external projects. Develops tailored budget projections and advises decision makers on available funding.
Advises and assists in the preparation of budgetary components of grant applications and subcontract proposals to include staffing models.
Manages, trains, and assists with professional development for one direct report, a Fiscal Manager. Oversees the Fiscal Manager in the duties associated with program purchasing including assisting with the development of RFPs, advising on the creation and execution of contracts, and reviewing POs and vendor payments.
With Finance staff, ensures program staff are in compliance with federal and state grant and contract requirements and that all programs follow BPHC administrative and procurement processes.
Oversees processing of personnel related needs, including the paperwork related to raises, transfers, onboarding and terminations.
Operates independently. Uses independent judgement and discretion to make decisions affecting the program and staff as it relates to program operations/services and BPHC policy.
Performs other duties as required.
