The Buildings and Grounds Director oversees the operations that provide essential services to the buildings in the State Capitol Complex. The position will provide administrative direction and planning in the key areas of building construction, facilities and grounds maintenance, security, and custodial support to ensure effective operations are achieved throughout the state capitol complex. This position will have 7 direct report staff along with providing direction and planning to an additional 78 employees.

Primary duties include:

  • Overseeing daily operations in the areas of building construction and maintenance, custodial services, and security. This includes prioritizing work orders for the trades section (plumbing, electrical, heating, ventilation, carpentry), coordinating with the State Engineers Office on capitol complex construction projects, along with serving on building committees and facilities planning teams.

  • Ensuring facilities meet the present and future needs of state government. This will include preparing project specifications and plans, developing project budgets, scheduling project crews, monitoring contractor performance to ensure compliance with contract requirements and acceptability of work, and preparing bid requests and overseeing the bidding process.

  • Coordination of special projects to accommodate agency requests that support their building requirements. This will include meeting with and directing staff involved in special projects.

  • Performing administrative functions to ensure the effective operation of a large staff. Included in this effort is budget preparation, purchasing of equipment, approving of expenditures, developing policies and procedures, and addressing and resolving personnel issues.

This position is exempt from the Civil Service Act.

The Ideal Candidate Will Have:

Knowledge of:

  • building operations to include heating, cooling, ventilation, and power distribution systems;

  • horticulture and grounds maintenance;

  • construction, maintenance, and repair;

  • safety practices;

  • planning, scheduling, supervision, and program administration;

  • budget preparation;

  • Risk Management tools;

  • leadership methods.

Skill to:

  • support Bureau of Administration Strategic Planning efforts by developing short and long-term goals;
  • incorporate LEAN and Continuous Improvement Initiatives into daily work processes.

Ability to:

  • develop data analytical tools that are incorporated into organizational dashboards;
  • supervise and motivate diverse groups of employees;
  • communicate effectively;
  • effectively delegate duties;
  • establish and maintain effective working relationships with others.

Licenses and Certifications: Candidate must have EPA Universal Certification permit to install referent.
