                         $93,267.20 - $153,857.60 Annually

Work Schedule:  Monday - Friday  8am- 5pm

Job Overview

Performs complex and advanced professional, technical, and managerial work planning, organizing and directing a department responsible for compliance with zoning regulations and building codes at construction sites and, upon completion of construction, investigating complaints of zoning and code violations, resolving violations, and related work.  Specific departmental functions include construction plan review, building inspections, building code and ordinance enforcement, and building permitting functions within the City of Statesville.NOTE: Employees may be required to respond to a disaster, either natural or man-made, to serve the citizens of Statesville. Service to the citizens during a disaster may result in the assignment of other duties, which will take precedence over duties described in this job description. This job description is not intended to be all-inclusive. Employees may perform other related duties as needed to meet the needs of the organization.

  • Develops a vision with strategic goals for the department; creates, develops, and administers operational policies and procedures.

  • Serves as a technical advisor to the Assistant City Manager and City Manager regarding permitting, code enforcement, and building construction matters; prepares reports and makes presentations; and provides research and input into the development of ordinances, policies, and procedures for the City.

  • Assists staff with the review of complex plans and projects to ensure compliance with regulations; monitors ordinances to ensure needed revisions are done in a timely manner.

  • Ensures that contractors meet state requirements; advises contractors in interpreting and applying code regulations; reviews site plans, blueprints, and specifications and makes site visits as appropriate to ensure compliance with applicable regulations and to resolve problems and disputes.

  • Responds to complaints and inquiries about inspections, permitting, contractors, and construction quality, etc.; investigates and follows up as needed; conducts and participates in hearings; may recommend judicial actions and may be required to testify in court against violators of the state building code; coordinates with state officials on contractor licensing violations.

  • Guides the department through the development and implementation of new programs and services to improve customer service; recommends changes in ordinances, policies, and procedures.

  • Coordinates and serves as the City liaison for building permitting and inspection activities with affected federal, state, municipal, regional and private agencies,

  • Recruits, hires, and provides support to staff; monitors and evaluates work; provides technical guidance, direction, and feedback; takes corrective action as needed; and ensures all staff maintain currency in required qualifications.

  • Develops and administers the department budget; reviews and approves purchases.

  • Performs other duties as assigned.

Minimum Education and/or Experience

  • High School diploma or GED.

  • Bachelor's Degree from an accredited college or university in architecture, engineering, construction management or related field

  • Five (5) years of management or supervisory experience in the construction or inspections field.

Special Requirements

  • Building Level III standard certificate from the NC Code Officials Qualification Board.

  • Level III standard certificate in two (2) other trades, and any standard in the remaining trade (electrical, mechanical, and plumbing) from the NC Code Officials Qualification Board.

  • Level III standard certifications required in building, plumbing, electrical, and mechanical within three (3) years of hire or as determined by the Director of Planning & Development Services.

Other Requirements

  • Possession of a valid N.C. driver's license or ability to obtain within 60 days of establishing a permanent residence in North Carolina.

  • Ability to communicate ideas clearly, concisely, and effectively, both orally and in writing.

  • Ability to establish and maintain effective working relationships with colleagues, other departments, supervisors, and the general public.

Job Related Physical Activity Requirements

This position involves light work requiring the exertion of 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects. Physical activity related to this position may require the use of fingers and hands, climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motions; vocal communication is required to express thoughts and exchange information; hearing is required to respond to spoken words, and to receive and understand information; visual acuity is required for preparing and analyzing written or computer data, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities.

Working Conditions

The employee is subject to indoor and outdoor environmental conditions including extreme heat and cold, vibrations and noise, fumes, odors, dust, mist, gases, poor ventilation, and hazards including work in narrow or confined spaces.
