Under the Security Division Manager's supervision, directs and supervises the activities of employees engaged in security services activities. This is a supervisory level position with administrative and office management responsibilities. This position assists the Security Division Manager with the implementation of policies and procedures involving physical security. Provides daily supervision and coordination of work performed by the Security Coordinators and the Building Security Guards.

Distinguishing Characteristics:

This is a job classification within the management job family. This classification is distinguished by the supervisory and administrative responsibilities. This classification may require a flexible work schedule that includes some evenings, nights, holidays, and weekends in order to meet the needs of the department

Duties and Responsibilities

  • Assists in directing subordinate supervisors and staff, including hiring, training, performance evaluation, disciplinary actions and dismissals, ensuring activities are consistent with policies, procedures, laws, regulations, goals and objectives. Creates opportunities for improved performance, learning and development of staff. Identifies and addresses problems or conflicts.

  • Assists in the implementation, inspections and assessments of buildings and facilities for security services requirements.

  • Manages service contracts related to security services functions. Processes invoices for payment.

  • Ensures the safety of staff through training and updating of policies and procedures as new procedures, equipment, supplies and materials become available for security services.

  • Plans, develops and implements new methods and procedures designed to improve security services.

  • Develops and manages schedules and assignments, evaluates staff job performance and ensures functions are performed in accordance with applicable laws, rules, regulations, codes, policies and procedures.

  • Serves as a technical security expert and may assist staff in performing security services duties.

  • Supervises and directs the activities of Security Coordinators.

  • Monitors and directs needed improvements in quality, timeliness and completion of security services.

  • Counsels employees as necessary to improve performance. Disciplines employees as required.

  • Reviews post orders to determine the security services provided as required.

  • Monitors the execution and completion of work schedules. Adjusts work force as necessary for optimization.

  • Requisitions for the purchase of uniforms, tools, equipment and supplies required for Security Services.

  • Confers with management and other County personnel to resolve security issues.

  • Prepares input for department budget and monitors expenditure of funds in the budget.

  • Performs other job-related duties as assigned.

Minimum Requirements

Education and Experience:

Bachelor Degree in Business Administration or related security discipline and six (6) years of increasingly responsible management of security services experience, including three (3) years of supervisory or management experience.

OR,

Any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge, skills and abilities sufficient to successfully perform the duties and responsibilities of this job.

Licenses, Registrations, Certifications, or Special Requirements:

Possession of a valid Texas Driver's License.

Applicants are required to successfully pass the background investigation, including fingerprint clearance.

Preferred

Certified Protection Professional (CPP) board certification with ASIS-International, or

Physical Security Professional (PSP) board certification with ASIS-International.

Knowledge, Skills, and Abilities:

Knowledge of:

  • Knowledge and experience in threat assessment and risk analysis, integrated physical security systems, and the appropriate identification, implementation, and ongoing evaluation of security measures.

  • Effective methods of deploying security officers to meet actual and anticipated emergencies.

  • Understanding Texas Criminal Law with emphasis on the Code of Criminal Procedure and Texas Penal Code.

  • Examines the Texas Private Security Bureau regulatory or administrative requirements

  • National Incident Management System (NIMS) and Incident Command System (ICS).

  • Federal, State, Local and County applicable laws, rules, regulations and guidelines.

  • Security platform systems such as Everbridge Mass Notification processes and Genetec.

  • Time and Attendance management system such as SAP.

  • Business letter writing, grammar and punctuation, and report preparations.

Skill in:

  • Problem solving and decision-making.

  • Conflict resolution and public relations.

  • Both verbal and written communication.

Ability to:

  • Plan, organize and effectively direct life-cycle phases within a project.

  • Work on a variety of tasks simultaneously and produce timely and tangible results.

  • Supervise work of professional and support staff members.

  • Prioritize needs, develop and implement plans of action within a facilities management environment.

  • Establish and maintain effective working relationships with departmental clientele, representatives of outside agencies, other County employees and officials, and the general public.

Work Environment & Other Information

Physical requirements include the ability to lift up to 50 pounds/carry up to 25 pounds, visual acuity, speech and hearing, hand and eye coordination and manual dexterity. Subject to standing, walking, sitting, repetitive motion, reaching, climbing stairs, bending, stooping, kneeling, crouching, crawling, pushing, pulling, balancing, client/customer contact, squatting to perform the essential functions. Subject to extreme temperatures, outside elements, noise, vibration, contact with dust, fumes and hazardous chemicals, foul odors, animal and human fecal matter, insects and rodents.

Travis County employees play an important role in business continuity. As such, employees can be assigned to business continuity efforts outside of normal job functions.
