The Department

The Building & Safety Services Department consists of Administrative and Support Services, Building Inspection, Building/Fire Plan Review, and Permit Issuance.

The Position

The Building & Safety Services Director is part of a dynamic and highly effective Executive Team. Under administrative direction, the Building & Safety Services Director will manage, plan, and direct the Building & Safety Services Department including the City's plan check and inspection of buildings, new construction for fire safety, and the enforcement of a variety of municipal codes and regulations. This position coordinates activities with those of other City functions and outside agencies and performs related duties as required. The Building & Safety Services director will:

  • Provide leadership and guidance to department staff involved in checking plans and inspecting buildings for compliance with laws, codes, ordinances, and regulations governing the safety, construction, and alteration of buildings including structural, electrical, mechanical, and plumbing and certain fire and life safety systems; issue building and water quality management plans and related permits for building construction activities within the city.

  • Participate and collaborate with other departments and the City Manager's Office to advance Executive staff initiatives and City Council goals.

  • Provide regular and frequent updates to the City Manager and Executive staff on activities of the Building & Safety Services Department, including economic development.

  • Set annual goals with staff and leads the work process to achieve the annual Department goals, including maintaining or improving the City's ISO rating.

  • Plan, direct, and organize the work of Departmental processes and staff.

  • Serve as Chief problem solver and a Champion of Innovation within the Building & Safety Services Department and for all things related to building and safety within the City.

  • Oversee and facilitate the coordination of proposed projects through plan check review.

  • Supervise and consult in the design, preparation, and review of construction plans, site investigations, cost estimates, specifications, and reports for the construction and/or improvement of public facilities.

  • Meet with developers and contractors to facilitate private development projects and resolve issues in a positive and solution-oriented manner that promotes business growth and preserves public safety.

  • Research and analyze code requirements, new materials, methods of construction, and related matters, and draft or direct the drafting of code revisions and Building Code adoption; conduct and evaluate studies and prepare reports regarding the establishment of fee schedules.

  • Address complaints regarding activities and resolve problems regarding the application or interpretation of codes and regulations; personally, participate in the most serious issues.

  • Develop and administer the budget for Building & Safety programs; administer contracts with consultants and approve payments.

  • Review operational procedures to ensure compliance with applicable policies, state laws, and quality control standards as well as to maintain current and best practices; initiate proactive changes to departmental procedures, policies, and regulations to improve efficiency, effectiveness, and reduce costs, and anticipate and promote future changes and evolution in the built environment in the City.

  • Select and develop management staff, including training, professional development, and mentoring.

  • Represent the Building & Safety Services Department at City Council, Planning Commission, and professional and public meetings, including regionally.

  • Maintain and foster positive and professional relations and communications with the general public, building industry professionals, chamber of commerce, property owners and managers, real estate community, the business community, and the development community.

Education and/or Experience

Graduation from an accredited college with a bachelor's degree in structural, mechanical, or civil engineering, architecture, or a related field is required. Eight years of increasingly responsible experience as a supervisor or administrator in the design, construction, and inspection of public commercial, industrial, and residential buildings or any combination of training and experience that provides the desired level of experience.

Knowledge, Skills, and Abilities

Knowledge of building, plumbing, electrical, mechanical, and fire-related codes and regulations, including the International Building Code; methods, techniques, and practices employed in building design and construction; principles and practices of organization, administration, budgeting, and personnel management; organization and functions of the various trades, agencies, and organizations involved in the construction process. Ability to supervise Building & Safety Services staff; deal effectively with contractors, developers, architects, engineers, representatives from public agencies, and the general public; communicate clearly and concisely, both orally and in writing; read detailed plans and specifications to determine compliance with appropriate codes; conduct the most difficult and complex inspections; coordinate fire and life safety regulation and enforcement activities with the Fire Chief and Fire Marshall; and work cooperatively and effectively with Planning, Engineering, Public Works, Fire, and the City Manager.

Special Requirements

Registration as an Engineer or Licensing as an Architect in the State of California is desirable. Possession of a Building Official Certificate issued by the International Code Council. Possession of or ability to obtain an appropriate California driver's license and a satisfactory driving record.
